Job Summary: The Collaborative Services Division (CSD) provides overall support and coordination for enterprise systems that facilitate information sharing within the agency and across the public. The Division provides leadership and oversight for Website Management/development, collaboration systems, and collaborative tools/equipment that directly support the users of the systems, tools, and equipment.

Major Duties:

  • The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. This is your next ideal career move if: - You develop Internet services, have knowledge of the principles, procedures, and tools of internet services, such as technical management of websites, technical design and structure of Internet services; monitoring functionality, security, and integrity of Internet services; evaluating new Internet services and technologies. - You supervise the Internet Services team: assign work and priorities, evaluate performance, manages hiring/leave/training, address conduct and EEO/HR matters, and direct staff research on emerging technologies. - You provide input to Internet services, data, and information architecture and deliver technical advice to senior management on technology application and the impact of emerging IT trends. - You plan and manage Internet services projects and product teams; define scope and resources, integrate schedules and interdependent deliverables, enforce quality controls, and approve final products for management review. - You evaluate and recommend new technologies; implement, configure, secure, optimize, and maintain web platforms and code (Drupal, PHP, HTML5, JavaScript, CSS, XML, server-side scripting) to improve Internet service delivery.

Qualifications: You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Information Technology (IT) Management Series 2210 (Alternative A).Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13. Specialized experience for this GS-14 position includes: - Experience developing IT Internet services concepts and best practices. Developing and overseeing implementation of solutions to complex IT technical issues regarding Internet services, contributing to the technical planning, design, development, testing, implementation, and management of Internet, intranet, and extranet activities, including systems/applications development and technical management of Internet services; and - Experience leading teams to research, evaluate, and report on new and emerging developments in the Internet services area including application stack for the web, content management and/or database servers to meet current and future business requirements; and- Applying system security practices in a cloud environment; and - Experience applying web technologies: HTML, JavaScript, CSS, SQL and server-side scripting; and - Experience providing program-level project and product management for Internet services: applying project management principles to plan work for IT product teams, integrate schedules and deliverables, reviewing and refining final products prior to management submission, and managing lifecycle and benefits realization for multiple interdependent initiatives. Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this GS-15 position Includes: - Applying advanced IT principles, concepts, methods, standards, and practices to operate and enhance a large (more than 1 million page views per month) website with distributed authorship, providing technical expertise and leadership (leading a technical team) in the overall technical planning, design, development, testing, implementation, and management of Internet, intranet, and extranet activities, including systems/applications development and technical managements of Internet services; and - Experience managing employees to research, evaluate, and report on new and emerging developments in the Internet services area, including application stack for the web, content management and/or database servers to meet current and future business requirements; and - Experience providing program-level project and product management for Internet services: applying project management principles to plan work for IT product teams, integrate schedules and deliverables, reviewing and refining final products prior to management submission, and managing lifecycle and benefits realization for multiple interdependent initiatives; and- Applying system security practices in a cloud environment; and - Experience applying web technologies: HTML, JavaScript, CSS, SQL and server-side scripting. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
