Job Summary: The position is with the U.S. Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO), Digital Infrastructure Services Center (DISC). The primary purpose of this position is to supervise and coordinate of the design, acquisition, maintenance, use, and disposal of information technology.

Major Duties:

  • Provides direction, advisement, and oversight for the Management and Complex Solutions, facilitates, and collaborates in business, technical, and organizational initiatives, proposals,
  • Directs, plans, and advises on the agency-wide IT project involving innovative concepts or approaches where precedents do not exist, and large numbers of people or multiple agencies are affected.
  • Assign performance ratings, approve awards and take performance-based corrective actions.
  • Determines the appropriate products or services with stakeholder clients through a common intake process, to define the project scope, requirements, and deliverables
  • Leads development of the Complex Solutions Strategy for the DISC organization. Coordinates customer solutions across operational line of business units to cohesively architect, engineer, and implement customer solutions.
  • Formulates and development of departmentwide IT strategies and program initiatives to support the department information technology end-user infrastructure.
  • Partners with leadership teams in working with other leaders throughout the Department and government-wide to challenge conventional approaches and develop new and improved methods and systems for delivering IT mission benefits.
  • Integrates configuration management, information technology architecture, infrastructure design, information security, and systems integration aspects into IT project plans.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying: At the GS-15 level: Qualifying experience for GS-15 includes one year of specialized experience equivalent to the GS-14, or its non-Federal equivalent that includes having : 1) Proven leadership building production-ready complex systems that include multiple cloud-based platforms, large scale data, agentic, or intelligent service systems. 2) Familiarity with recent data or knowledge engineering supporting toolsets reliable automated reasoning. 3) Demonstrated success architecting improved strategic business outcomes with a combination of workforce enablement, current platforms, and advanced technologies (e.g. AI) with enterprise-ready results. (Note: This experience must be demonstrated on your resume/supporting documents). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
