Job Summary: You will serve as a Supervisory Interdisciplinary General Engineer/Community Planner in the Facilities Management Division (FMD) of NAVAL SUPPORT ACTIVITY Portsmouth, Home of Naval Shipyard.

Major Duties:

  • You will serve as head of the PWD FMD Director and will be responsible for directing both the Real Property Management and the Requirements Branch.
  • You will provide coordination for the development of facilities project documentation for assigned installation(s).
  • You will provide leadership, coordination, and oversight necessary to accomplish space management analysis and site approval determination, working with installation and region commanders, program managers, and consultants.
  • You will ensure plans are developed and executed in a manner consistent with long-term planning, Navy requirements, and the Regional Engineer's guidelines.
  • You will provide authoritative advice and assistance to program managers, the Regional Engineer, Installation Commanders, Public Works personnel, and others as appropriate.
  • You will conduct briefings, responds to official inquiries, and acts to obtain needed information or assistance, clearances, permits, etc. needed for project coordination.
  • You will evaluate subordinate supervisors and serve as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors.

Qualifications: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current professional registration as a Professional Engineer, Registered Architect, or Certified Planner. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing principles, concepts, theories and practices of civil engineering and industrial engineering; 2) Analyzing engineering proposals, drawings, specifications, etc. used in the design, construction and alteration of facilities, while providing technical advice to others for assigned projects; 3) Utilizing knowledge of community planning methods and techniques to provide technical advice to others in the design, construction and alteration of facilities; 4) Formulating and executing a budget and government accounting rules and regulations; and 5) Planning, programming, and funding the repair, maintenance, alteration, and construction of real property facilities.
