Job Summary: The Risk Management Branch Chief (RMBC) serves as part of the Entity Vetting Directorate senior leadership team and is responsible for supervising the review and synthesis of vulnerability and threat assessments, and subsequent production and implementation of Risk Management Strategies (RMS) which details the risk treatment strategy necessary to address national security risks for a company under review.

Major Duties:

  • As a SUPERVISORY INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties: This position devotes a minimum of twenty-five percent of its time to classical supervisory activity in overseeing the work of up to ten (10) GG07 to GG13 Risk Management Team Leads (RMTL) and Risk Management Officers (RMO), and contractor staff. Provides highly technical direction and feedback to government and contractor staff, other internal parties, and external parties related to risk management, associated risk treatment techniques, and related processes and procedures. Provides expert, authoritative advice and consultation to all levels of management within DCSA, to high level officials in the defense industry, vendors, and personnel in other agencies affected by the DCSA mission. Identify areas for improvement, determine the appropriate course of action addressing the areas for leadership's consideration, and implement solutions; areas for improvement may include workflow enhancements, product format revisions, additional training needs, and updates to internal guidance. Actively monitor team and individual metrics against established key performance indicators (KPIs) and prepare the timely dissemination of individual and team performance metrics to supervisors on a recurring basis as requested. Conduct workload management tasks by providing reasonable and appropriate suspense dates based on documented case prioritization related to timing, monitoring completion status, ensuring suspense dates are met, and realigning work, as needed, and if required. Provide coaching, training, and mentoring to team members.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Advanced experience managing a portfolio, projects, programs, or systems Utilizing expert knowledge of security, intelligence, and business, with proficiency in analyzing workflows, metrics/production requirements, and needs analysis; Advanced experience training, leading, and mentoring others; Applying vetting principles and practices to address programs, technology, organizations, or individual risk; Advanced experience auditing approved Risk Management Strategies and implementing risk treatments to ensure adherence to applicable regulatory standards and internal style guides. Vulnerabilities Assessment and Management- Conduct assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations. Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities. 5. Program Security- Employ an array of traditional, acquisition and security measures to sustain secrecy of highly sensitive United States Government programs and/or activities. Prevent unauthorized disclosure of national security program information throughout the program lifecycle.
