Job Summary: The Health System Specialist (HSS) is located in the Specialty Medicine Service at the Tennessee Valley Healthcare System. The HSS has the principal responsibility to assist the Chief(s) of clinical services by fulfilling administrative duties. Incumbent applies specialized knowledge of health care management to the planning, organization, and evaluation of the delivery of health care services to veterans.

Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT MUST BE PROVIDED.) OR Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. Applicants must have the specialized experience as described below. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Providing primary staff support to upper management in a hospital or medical office setting by formulating and participating in the development of management policies, programs and operations. Supporting the overall operation and management of the assigned clinical operational issues by developing methodologies to assess the functions of assigned areas and assist management in problem identification of various services and components. Planning, organizing and implementing long-term strategic criteria, goals, and initiatives for a VA Healthcare System. Experience working with executive leadership to achieve the above. Conducting Human Resources (HR) personnel actions, hiring, recruitment, onboarding, credentialing, privileges, fee basis, part-time provider contracts, pay standards, and manpower utilization. Formatting executive correspondence and demonstrating expert knowledge of grammar, spelling, and punctuation. Preferred Experience: Participated in a Leadership Development Program. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. PHYSICAL REQUIREMENTS: This position requires mobility within the TVHS environment and occasional travel to other cities for meetings and conferences. The position requires that the incumbent work at both campuses when necessary to collaborate with other TVHS staff and to work on projects. The position may require flexible duty hours to accomplish program objectives.
