Salary Range: $143677 - $186785 Per Year

Job Summary: You will serve as the Deputy Resident Officer in Charge of Construction at Marine Corps Base Camp Pendleton within the Planning, Design and Construction Directorate (PDC) of NAVFAC SOUTHWEST.

Major Duties:

  • You will oversee all aspects of Planning, Design, and Construction (PDC) work, including the mentoring and training of the PDC staff.
  • You will lead project planning staff and oversees the production of a wide variety of project planning products and services.
  • You will lead design staff in performing project management roles for the project (scope, cost, and schedule) from preliminary design authorization to project closeout.
  • You will oversee the development of plans and specifications, design-build Requests for Proposals (RFPs), cost engineering and consultation services.
  • You will provide construction engineering expertise on projects managed within the Planning, Design, Construction Branch, particularly those of an unusual or complex nature.

Qualifications: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Managing overall requirements in developing scoping estimates, designs/RFPs, project management, administering A&E and construction contracts; 2) Developing annual resource/budget allocation requirements and monitoring use of assigned resources including reimbursable project dollars; 3) Developing independent government estimates, annual resource/budget allocation requirements for construction; 4) Applying knowledge of the federal government contract process, Architect/Engineering slate, selection, contract award, construction contract selection, and claims boards; and 5) Leading high-level meetings concerning project status and controversial matters. **NOTE** This information must be clearly supported in your resume.
