Job Summary: This position is located in the Air Traffic Organization (ATO), Technical Operations Services (AJW), Facilities and Engineering Services (F&ES) Directorate. F&ES (AJW-2) is responsible for the safe and effective lifecycle management of the facilities infrastructure of the National Airspace System (NAS).

Major Duties:

  • Serves as a Group Manager under the direction of the Facilities & Engineering Services Director. Manages the work of a large multi-level organization through subordinate managers involving complex projects/programs based on the objectives of the AJW, the ATO, and frequently the FAA. Provides directions for engineering projects and initiatives to develop, maintain, and enhance the management of the National Airspace System (NAS). The work consists of complex components of centralized management of the National Airspace System related to the mission of the Air Traffic Organization. Directs the work of subordinate employees and or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Provides direction and supervision for facility establishment, maintenance, improvement, and modification programs. Directs the daily operation of program plans, policies, and procedures to accomplish the mission of the ATO. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization. Applies a detailed knowledge of the technical aspect of engineering; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. Defines, acquires and allocates budget, staff, and other resources to accomplish objectives across all subordinate organizational units. managing the long-term strategic direction and operation of a large complex organization, including major capital expenditures, NAS systems and infrastructure, and a high performing workforce. Participates in planning efforts that cross organizational lines within the AJW and ATO. Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/ SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions. Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where LOB/SO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems, which cross-organizational lines and disciplines. Considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA. Exercises authority for personnel actions and organizational design changes. Performs strategic planning, communicates organization's vision and objectives, establishes priorities, assigning tasks and responsibilities, monitors and evaluates performance of organizational units, managers, and employees, coaches and develops staff and organization capabilities in conjunction with ATO goals. Approves leave, and taking or approving corrective and disciplinary actions, as appropriate. Provides managerial duties, which affect managers and employees for more than one organizational unit/project/program.

Qualifications: To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-K, FG/GS-15 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Experience leading engineering projects and initiatives to develop, maintain, and enhance the management of systems.
