Job Summary: This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for conducting FMS financial management, including reviews, adjusting principles, guiding program execution, and developing policies with international partners through briefings and reports.

Major Duties:

  • As a SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-15 some of your typical work assignments may include: Provides oversight and review/approval for the analysis, development, coordination, and establishment of financial reports for all security cooperation programs and other DSCA-managed missions. Analyzes and evaluates key indicators and historical security cooperation data to report on the financial health of surcharge/accounts to the Department of Defense, Department of State, and Foreign Partners. Exercises oversight of DSCA-managed accounts, such as the FMS Trust Fund and other security assistance funds, to ensure solvency, performing account reconciliations and analysis to determine root causes for balance changes. Directs reviews and formulates recommendations for adjustments to accounting and financial management actions to ensure the optimum use of financial resources within legislative and policy constraints. Develops annual reports on the health of the FMS administrative trust fund, transportation accounts, and contract administrative account. Manages all financial reporting plans, programs, and activities related to security cooperation, ensuring the proper handling of sensitive program aspects such as pricing and accessorial rates. Plans and directs DSCA's financial reporting efforts for the continuous improvement program. Leads business process reviews with program offices across the security cooperation community. Responsible for ensuring the community is executing the FMS program in accordance with policy.

Qualifications: You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Conducting financial management reviews, formulating and overseeing execution of changes or adjustments to actions initiated by Agency components relating to the proper application of Foreign Military Sales (FMS) financial management principals; Initiate and participate in the development, coordination, and promulgation of guidance that affects the financial execution of FMS Programs; Prepare and present high level briefings and reports and to develop complex responses; Create, develop policies and procedures with international partners.
