Job Summary: You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the DEPUTY COMMANDANT, COMBAT DEVELOPMENT AND INTEGRATION (DC, CD AND I) of MARINE CORPS COMBAT DEVELOPMENT CMD.

Major Duties:

  • You will be responsible for program and budget planning, analysis, and coordination and overview of a variety of financial resources provided via several different appropriations for both civilian labor and non-labor requirements
  • You will perform budget assignments involving complex and multipurpose· funding entities in support of over 66 operating programs within CD and I.
  • You will develop and implement budget execution policy instructions and guidance for issuance to all organizational levels of the major activities funded within the CD and I.
  • You will develop civilian labor cost projections and oversee execution of civilian labor during the course of a fiscal year and provide labor projections for use in financial plan development.
  • You will review and analyze financial condition of operating programs, including deviations from original authorizations, and proposes corrective action as may be appropriate.
  • You will lead the review of the approved financial plan requirements submitted by each of the command entities for compliance with local budget policies and higher echelon directives.
  • You will lead the review of funding authorizations and propose funding realignments when warranted, recommend reduction or increase to authorizations relative to overall financial conditions and the ability to meet program goals.
  • You will assist with the development of narrative justifications and cost estimates for local financial plans, POM and other related submissions to HQMC that cover single year and multi-year requirements.
  • You will prepare briefs for senior managers on program execution and status and provide recommendations to correct program variances or problem areas.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing as Subject Matter expert in the private or federal sector for most or all the following duties: Budget development and planning, analysis, reconciliation, coordination, briefing executive leadership and enforcing agency policy concerning budget, accounting, and financial management programs.
