Job Summary: You will serve as a Supervisory Financial Management Analyst in the Comptroller Department of the NAVAL ACADEMY.

Major Duties:

  • You will establish a rigorous continuous monitoring program for the Government Travel Charge Card (GTCC), performing risk-based sampling to detect misuse and mitigate systemic risk.
  • You will ensure proper certification of payments overseeing and validating accurate and timely payment and reconciliation of Travel card billing statements.
  • You will review plans, analyze, develop and enforce program requirements IAW travel policy with ability to establish and revise operating procedures, and oversee all travel operations providing management, support and training.
  • You will prepare lines of accounting (LOAs) in the budget module and assign responsibility for budget targets as a well as reconcile DTS with the official accounting records and utilize data to project year-end travel spending.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: Specialized experience must demonstrate the following: 1) Preparing travel budget estimates, identifying cost-drivers for travel related expenses as well as providing regulatory advice per Joint Travel Regulations (JTR) and Federal Travel Regulations (FTR) to the customer base; 2) Ensures standard travel compliance for specific mission requirements with autonomy and authority to interpret high-level regulations (like the JTR or FTR) while applying them to operational needs; 3) Utilizes financial travel systems, identifying anomalies, potential fraud, or systemic inefficiencies by extracting, compiling, and organizing financial travel information in reports and/or analyses relative to travel funds status; and 4) Providing guidance to customers through oversight and application within federal policies and regulations governing financial controls in budget execution issues related to Midshipmen, Faculty and Military travel.
