Job Summary: You will serve as a SUPERVISORY FACILITIES OPERATIONS SPECIALIST in the FACILITIES ENGINEERING DIVISION (N13) of NAVOCEANO BAY ST LOUIS.

Major Duties:

  • You will plan, coordinate, and manage the operations and activities of the Facilities and Safety staff.
  • You will be responsible for solving unique and/or controversial problems with respect to industrial engineering activities which directly affect programs of extensive importance throughout NAVOCEANO and its activities that are located worldwide.
  • You will adjust schedules and work operations to meet emergency or enhancing requirements.
  • You will make a cursory review of all completed assignments prior to release to ensure quality and conformity to regulations.
  • You will conduct meetings periodically with subordinates to disseminate information concerning management and support program operations.
  • You will interpret, clarify, and explain policies, standards, specifications, directives and operational criteria established by higher authority.
  • You will serve as project engineer on novel, complex and unique Industrial Production Planning assignments concerning investigating and evaluating requirements for items and services.
  • You will evaluate and advise on production capabilities of contractors and Government owned facilities, and planning production.
  • You will assign resources within the overall allocated budget, sets project objectives, priorities, and target completion dates.

Qualifications: Your resume must demonstrate at least one year (52 weeks)of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing and evaluating industrial and systems engineering, focusing on applying engineering principles to complex facility design, production efficiency, maintenance, and integrated safety and environmental services. Experience managing the complete lifecycle of facility projects, from budget formulation and financial oversight to project execution, resource allocation, and providing expert advisory services to leadership. Experience representing the organization, influencing policy, preparing and presenting briefs, presentations, negotiating agreements, and maintaining effective relationships with senior military and civilian leaders, external agencies, and other stakeholders. Experience leading a technical workforce, overseeing comprehensive facility programs, and executing personnel management functions within a federal government framework.
