Major Duties:

  • The incumbent serves as a Supervisory Emergency Management Specialist within the DEM, and functions as Chief, Planning and Evaluation Branch (PEB), with primary responsibility for supervising and overseeing the execution of the emergency planning and emergency management function at NIH and for providing overall direction, coordination, management, and evaluation of all facets and components of the program within DEM, in line with the vision and direction of the Division Director for DEM. The major duties and responsibilities include: Serves as the expert technical advisor/consultant on all issues related to emergency management. Serves as a liaison and representative of the NIH with emergency preparedness organizations, state offices and in national emergency response organizations under the leadership of the HHS. Works with the NIH components, Division Directors, other supervisors, Federal and non-Federal agencies, as well as other organizational components to disseminate emergency management and preparedness information. Is instrumental in the development of emergency management and preparedness for the NIH. Represents the Director, DEM in conferences and meetings with high level officials from other Federal and non-Federal agencies whose emergency management policies and activities are related to DEM operations for NIH.

Qualifications: You qualify at the GS-14 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) managing and coordinating emergency planning and training/exercise programs, plans, and activities. 2) providing leadership, guidance, and consultation on emergency planning and training/exercise programs, plans, and activities. 3) collaborating with emergency response organizations and other emergency management organizations and agencies. 4) developing policies and procedures for emergency planning and response. 5) planning and participating in emergency management readiness exercises. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
