Job Summary: This position serves as the Chief of Operations and the Regional Media Center (RMC) for AFN-E. The incumbent is responsible for the planning, direction, and staff supervision of all radio and television broadcast operations, production, and command information activities for AFN-E.

Major Duties:

  • As a Supervisory Broadcast Operations Specialist at the GS-1001-13 some of your typical work assignments may include: The incumbent is the AFN-E Commander's principal staff officer for all operational and regional production-related issues and acts on behalf of the AFN-E Commander to accomplish the AFN-E mission. Serves as the single point of authority for the day-to-day operations of all AFN-E affiliate stations (approximately 15-17) and the regional operations division, which comprises over 200 military and civilian personnel. Plans, manages, develops, and controls the AFN-E Regional Media Center, including Network Radio & TV News Production, Spot Production, and the TV/Radio Traffic and Automation Section. Develops and implements operations plans to improve service, meet critical command information objectives, and address essential operational issues such as deployments and contingency operations. Ensures AFN-E resources are effectively mobilized to craft and execute campaigns that achieve measurable results required by commanders. Directs, oversees, and coordinates the work of a subordinate staff of military (Army, Navy, Air Force) and civilian (including Local National civilians) employees, including at 15 AFN stations throughout the world at least 25% of the time.

Qualifications: Applicants must demonstrate in their resume at least one (1) year of specialized experience that equipped them with the particular knowledge, skills and abilities (KSA's) to successfully perform the duties of the position and is directly in or related to this position. To be creditable, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Coordinating with various stakeholders and/or their representatives to identify and meet critical command information objectives and essential radio and television broadcasting operational and regional issues; Maintain awareness of network manpower and budget levels and determines fiscal priorities for radio and television area-wide assignments, per-diem, travel, audio-visual support; Research, draft, coordinate, and finalize operational concept plans pertaining to the fielding of broadcast systems, which leverage advanced technology to improve the reliability, quality, and efficiency of products; Maintain routine, timely and comprehensive communication with the broadcasting stakeholders. Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities. Develop and implement programs and activities to establish, maintain, and enhance public awareness and enable mutually beneficial relationships to meet the needs of stakeholders. This position is designated as emergency essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key," which requires the incumbent, or designated alternate, to be screened from military recall.
