Major Duties:

  • Plans, organizes, and directs the activities of the Technical Programs Division, ensuring that technical audit guidance, staff assistance and training complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Represents the Technical Programs Division with a variety of regional offices, FAOs, Headquarters DCAA, DCAI and other procuring and/or contract administration agencies in assigned technical audit program areas.
  • Serves as a technical advisor and consultant to the Regional Director/Deputy Regional Director, RAMs, and FAO managers on issues involving highly complex, controversial, and sensitive technical audit policy and program matters.
  • Develops and maintains effective working relationships with Headquarters program managers, counterparts in other regions, and other government audit and procurement agencies and professional societies.

Qualifications: You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Basic Requirements: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the 13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Strong leadership skills such as serving as a supervisor or team leader responsible for planning, organizing and directing audit team work. Conducting quality reviews of auditor work papers and reports, and presenting review results to upper management; providing technical staff assistance and guidance on complex and highly technical audit program areas.
