Major Duties:
Qualifications: Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the below specialize experience, education or combination of the two. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience providing advice in specialized areas of accounting, developing policies and financial management program goals, determining accounting data requirements, and developing procedural manuals, methods, and directives. 2. Experience providing advice to financial and program managers and other accountants on unusual and difficult accounting systems/internal controls and/or operations problems. 3. Experience conducting financial analyses, audits, and investigations; reviewing and validating financial data; resolving accounting discrepancies. AND EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge in professional accounting and in appropriation law, accounting theories, principles, practices, techniques, and accounting systems. 2. Ability in reviewing legislation and regulations to develop policy and guidelines for program users. 3. Knowledge of accounting internal control programs to identify problem areas and develop solutions to improve operating program effectiveness. 4. Knowledge of financial management, fiscal and accounting theories, concepts, principles, and procedures, and generally accepted accounting principles and standards in the United States. 5. Ability to develop guidance, memoranda, procedures and instructions that cover the full spectrum of accounting and financial management issues.
