Subcontracts Administrator I

Amentum is seek a Subcontracts Administrator I for our commercial programs!

The Subcontracts Administrator I for commercial programs is responsible for administering various types of subcontracts and purchase orders through close-out, ensuring compliance with organizational policies and procedures, commercial regulations, and program requirements. This role manages purchase requisitions and change orders, validates subcontractor invoices, ensures accurate financial tracking, and effectively coordinates with vendors, procurement, accounts payable, finance, and internal stakeholders.

Principal Accountabilities:

  • Administer modifications, amendments, and funding updates to existing subcontracts and ensure purchase orders align with approved scope of work, budgets, and contractual requirements.
  • Track subcontractor purchase order spend, monitor financial performance, and analyze committed versus actual expenditures to support budget management and forecasting.
  • Support the preparation, issuance, and administration of subcontracts, purchase orders, release orders, and related documentation.
  • Maintain complete and audit-ready subcontract files, including modifications, memorandums, justifications, correspondence, and funding documentation.
  • Receive and process vendor and subcontractor invoices through designated systems (OnPoint, OnBase, or email), ensuring compliance with purchase order terms and conditions, rate verification (including time and material rates), and review of required supporting documentation.
  • Support internal and external audits by preparing subcontract-related documentation and responding to audit inquiries in a timely manner.
  • Proactively coordinate with vendors and subcontractors to prevent delays, ensure receipt confirmation, resolve discrepancies between purchase orders, receipt documentation, and invoices, and facilitate timely invoice submission.
  • Coordinate with program teams and vendors to resolve service- or material-related issues and support subcontract changes as required.
  • Work closely with project teams, procurement, finance, and administrative teams to ensure subcontracting activities align with organizational and program objectives.
  • Prepare, analyze, and coordinate reports using Maximo, OnPoint, Power BI, or other systems in accordance with established reporting requirements and deadlines.
  • Support the preparation of subcontract cost proposals by obtaining vendor quotes, performing price and cost analysis, reviewing subcontractor proposal submissions for completeness and compliance, and assisting in the development of cost narratives and supporting documentation.
  • Ensure compliance with internal policies, procurement procedures, and applicable regulations.
  • Perform any other relevant duties and special projects as assigned by supervisor.

Knowledge & Skills:

  • Working knowledge of supply chain, procurement, and facilities services subcontract administration, including maintenance, repair, and service-based contracting processes.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio, SharePoint and Projects) is required.
  • Costpoint, Maximo, OnBase, OnPoint or ERP system experience is highly desired.
  • Language Skills: Strong, professional, oral and written English communication skills.
  • Strong analytical, organization, interpersonal, and customer service skills.
  • Excellent attention to detail with high aptitude for detailed problem-solving, negotiation and organizational techniques.
  • Ability to work independently, plan, manage multiple priorities and meet deadlines in a fast-paced and complex environment.

Experience & Education:

  • Bachelor’s degree in business administration, supply chain management, or any bachelor’s degree preferred.
  • Minimum of three (3) or more years of relevant subcontract/ procurement/ contracting experience/ equivalent combination of education and experience.
  • Strong knowledge of various subcontract types.
  • Demonstrated ability to negotiate effectively with vendors / subcontractors and communicate effectively with internal and external stakeholders.
  • Working knowledge of commercial contracting principles; familiarity with FAR/DFARS is a plus.
  • Exposure to U.S. Government contracting environments is beneficial but not required.

Physical Requirements/Working Environment:

  • Typically requires regular office hours but will require overlap with U.S. time zones to attend calls and coordinate with program teams and vendors.
