The Opportunity:
The Stakeholder Data Integration & Analytics Lead will support the FMBT program by managing stakeholder data collection, validation, mapping, and dashboard development for current and future VA waves. This role ensures accurate user identification, persona/profile alignment, and security role mapping, enabling downstream activities such as training, communications, readiness, and system provisioning.

Stakeholder Data Collection & Analysis

  • Lead development and execution of the Stakeholder Data Collection & Analysis Plan (SDCAP).
  • Gather, analyze, and validate stakeholder data across multiple VA administrations (VBA, VHA, CWS).
  • Map stakeholder activities, locations, legacy system usage, and responsibilities to iFAMS personas and security profiles.
  • Coordinate data requests from enterprise systems (IAM, FMS, IFCAP, CAATS, eMPWR, FedInvest, IGL, etc.).
  • Identify labor union affiliations, interdependencies, and data gaps in stakeholder datasets.
  • Facilitate stakeholder validation sessions, POC coordination, and follow-ups for complete and accurate datasets.
  • User Provisioning & Security Role Alignment
  • Develop validated stakeholder user lists for provisioning and role configuration.
  • Ensure alignment of current duties to iFAMS security roles and enterprise role structures.
  • Collaborate with OCM, Readiness, and Security teams to confirm profile, persona, and role assignments.
  • Support mapping of stakeholder data into IAM, iFAMS, and PowerBI systems.
  • Dashboard Development & Management
  • Build, publish, and maintain Power BI dashboards (Stakeholder Data Dashboard, Learning Journey Dashboard).
  • Manage dashboards in Development, Testing, and Production workspaces.
  • Partner with program leadership to define dashboard requirements and enhance functionality.
  • Create automated refresh pipelines, data input files, and direct system connections.
  • Provide dashboard access management and collaborate with program teams for launch and training.
  • Data Estate & Pipeline Management
  • Identify data sources, validate access requirements, and coordinate with data owners.
  • Perform ETL processes and integrate multiple datasets into a centralized Data Estate.
  • Work with DevOps and Agility teams for pipeline testing, deployment, and production migrations.


Qualifications

Required:

  • 5+ years of experience in data analytics, data management, stakeholder analysis, or similar roles.
  • Proficiency with Power BI (data modeling, dashboard development, automation).
  • Strong analytical, problem-solving, and documentation skills.
  • Ability to coordinate cross-functional teams and lead stakeholder engagement activities.
  • Familiarity with organizational change management, personas, and security role mapping.

The proposed salary range for this position is:

$105,100-$231,100
