Job Summary:
The Sr. Procurement / Planning Manager leads the procurement and material planning functions to ensure material availability, supplier performance, and schedule adherence across defense manufacturing programs. This role provides strategic direction for procurement and planning teams (a total of 5 direct reports), drives cost‑effective supply chain performance, and ensures compliance with Defense industry regulations, including ITAR and DFARS.
Job Duties & Responsibilities:
Develop and execute sourcing strategies that support production, quality, and cost objectives.
Manage supplier selection, qualification, and ongoing performance.
Negotiate contracts, pricing, long‑term agreements, and risk‑reduction terms with critical suppliers.
Ensure compliance with critical US regulations for contractors (ITAR, DFARS, FAR) and customer‑specific flow‑downs.
Lead the integrated planning function to align demand forecasts, program schedules, and production capacity.
Oversee Master Scheduling and material planning to guarantee on-time delivery.
Guide planning teams in generating accurate Material Requirements Planning (MRP) outputs and resolving material shortages.
Partner with Program Management, Engineering, Quality, and Operations to align procurement and planning priorities with program milestones.
Communicate material risks, recovery plans, and schedule impacts to leadership and program teams.
Drive collaborative problem-solving on supply disruptions, engineering changes, and production bottlenecks.
Identify and mitigate supply chain risks, including single-source dependencies and long-lead materials.
Implement supplier scorecards, audits, and continuous improvement programs.
Lead root-cause corrective actions (RCCAs) tied to material quality or delivery issues.
Manage and mentor a team of Buyers and Planners.
Establish clear KPIs, workflows, and training to elevate team performance.
Promote a culture of accountability, operational excellence, and continuous improvement.
Implement Lean supply chain tools to reduce inventory, shorten lead times, and improve responsiveness.
Lead initiatives to optimize ERP/MRP utilization and improve data accuracy.
Recommend and execute strategies to reduce material spend and improve margin.
Job Qualifications
Bachelor’s degree in Supply Chain, Business Administration, Operations Management, or related field preferred.
7–10+ years of procurement, planning, or supply chain experience in manufacturing; defense/aerospace experience preferred.
Prior and demonstrated leadership experience of procurement and planning teams required.
Strong ERP/MRP experience; SAP preferred.
Ability to manage complex supply chains supporting low‑volume, high‑complexity manufacturing.
Strong contract negotiation and supplier management capability.
Excellent analytical, problem‑solving, and cross-functional communication skills.
Understanding of regulatory requirements (ITAR, DFARS, FAR) preferred.
Proficiency with forecasting, cost analysis, resource management, and capacity planning.
Advanced knowledge of scheduling principles, capacity planning, and material requirements planning.
Ability to manage multiple priorities in a fast-paced, high-compliance environment.
Able to understand and interpret inventory management data, cost structure, and cost reduction strategies for products.
