GENERAL PURPOSE
The Senior Manager, Procurement COE, APAC is responsible for centralized field PO, field item master and VMF transactions, Procurement policy and procedures, governance and compliance, processes, data analyses, reporting, various IT systems and digital tools to improve Procurement effectiveness and efficiency, Procurement related trainings and talent development across APAC. The work scope includes APAC Corporate, APAC Field and APAC Global Products and Solutions.
JOB REQUIREMENTS
- Be the team leader to manage the Procurement COE team and the virtual team of assigned COE representatives
- Ensure to achieve or exceed the service level agreed on PO transactions and VMF transactions across APAC
- Ensure on-time responses to various audits from APAC Procurement function with collaboration of other procurement leaders in the region and be accountable to deliver “Adequate Control” result from Procurement function
- Be accountable to manage all Procurement related policies, procedures, processes, standard work, governance and compliance, etc., and be the go-to person to the global Procurement team and APAC business and functional leaders
- Produce up-to-date various data analyses and reports to assist Procurement and business decision making, progress tracking and functional effectiveness and efficiency, including but not limited to spend, savings, standard cost, TWC, inflation, service level, etc.
- Develop the capability and capacity to best utilize the most advanced digital tools and IT systems to improve Procurement working effectiveness and efficiency
- Drive the continuous improvement culture within and beyond APAC Procurement to eliminate non-value-added activities with a regular plan-do-act-check cadence
- Leverage global and regional resources to develop and provide various trainings in a structured way to APAC Procurement team members, and other teams as applicable
- Other duties assigned by the line manager
EDUCATION AND EXPERIENCE
- Bachelor’s degree or above, MBA is a plus
- 5 years or above procurement experiences, minimum 5 years working experience in MNCs and 2 years as a people manager
- Track record in market benchmarking, procurement strategy establishment and implementation
- Expertise on source-to-pay process, procurement governance and controls, item master, vendor master and PO management
- IT background is preferred
- Working knowledge of the legal aspects of procurement and contracting laws
- Working knowledge of the financial aspects of procurement
