Core Job Responsibilities

1. Policy Research and Strategic Planning

  • Closely track the policy dynamics of central ministries and commissions such as the National Healthcare Security Administration (NHSA) and the National Health Commission (NHC), as well as relevant industry associations and academic societies. Focus on core areas including dynamic adjustments to the National Reimbursement Drug List (NRDL), medical insurance payment method reforms, national drug price negotiations, and centralized procurement. Conduct in-depth interpretation of policy orientations, implementation rules, and industry impacts, and form professional policy briefings and in-depth research reports to provide accurate basis for the decision-making of the Head of Central Market Access and the formulation of the company's overall strategy.

  • Combine the characteristics of the company's product pipeline (oncology, hematology, immunology, cardiovascular and other fields), assist in participating in the formulation of medium and long-term central market access strategies and annual implementation plans, clarify access goals, core paths and resource allocation plans, align with the company's dual innovation strategy, and ensure that access strategies are aligned with the company's R&D and commercial layout.

  • Anticipate opportunities and risks brought by policy changes, formulate response plans in advance, avoid policy compliance risks in the access process, and proactively put forward suggestions for policy formulation to help create a favorable external policy environment for the industry and the company.

2. Full-Process Management of Central Medical Insurance Access

  • Be responsible for the full-process work of national medical insurance catalog declaration and price negotiation for the company's core products and new indications, including preparation of application materials, coordination of pharmacoeconomic research, formulation of negotiation strategies, follow-up of negotiation process, and connection of post-negotiation implementation. Ensure the achievement of the company's NRDL access goals, promote the rapid inclusion of innovative products into medical insurance, and improve patient access.

  • Coordinate internal and external resources, link with R&D, Medical Affairs, Marketing, Finance and other departments to complete the collation of clinical evidence, cost data calculation, value proposition refinement and other work required for medical insurance negotiations, ensuring that the application materials are compliant, complete and competitive.

  • Be responsible for the maintenance of the product price system after medical insurance negotiations and the follow-up of the implementation of medical insurance payment policies. Cooperate with relevant departments to conduct medical insurance policy interpretation and internal sharing, and promote the transformation of medical insurance access achievements into market performance.

3. Establishment and Maintenance of External Relationships

  • Be responsible for the coverage and maintenance of core central-level stakeholders, including the National Healthcare Security Administration and its affiliated institutions, relevant industry associations and academic societies, and core experts. Establish stable and mutually trusting cooperative relationships through professional communication and academic exchanges, and build a platform for policy advocacy and value transmission.

  • Participate in various activities organized by industry associations and think tanks, actively convey the company's innovative concepts and product value, participate in industry policy discussions, enhance the company's industry influence in the field of central market access, and create a good external cooperative environment for the company.

  • Overall manage external cooperative institutions (such as consulting companies and research institutions) to ensure that the policy research, pharmacoeconomic analysis and other services they provide meet the company's needs and support the efficient advancement of access work.

4. Other Special Work

  • Regularly report the progress of access work, policy dynamics, existing problems and solutions to the Head of Central Market Access, ensuring timely and accurate information transmission to support the efficient decision-making of the responsible person.

  • Be responsible for the collection, collation and analysis of central market access-related data, establish a complete access database, and provide data support for work review and strategy optimization.

  • Complete other central market access-related special work assigned by the responsible person to help achieve the overall goals of the department.

Job Qualifications

1. Educational Background

  • Bachelor's degree or above; majors in Medicine, Pharmacy, Public Health, Health Economics, Public Administration and other related fields are preferred; master's degree or above is preferred.

2. Work Experience

  • More than 5 years of relevant work experience in central market access in the pharmaceutical industry; more than 3 years of work experience in core central market access positions in multinational pharmaceutical companies (MNCs) is preferred.

  • Possess full-process practical experience in national medical insurance catalog declaration and price negotiation; those with successful cases of promoting innovative products into the National Reimbursement Drug List (NRDL) are preferred; those familiar with the relevant work processes of centralized procurement in the pharmaceutical industry will be given extra points.

  • Possess rich resources of central-level government departments, industry associations, academic societies, core experts and other stakeholders, with a good foundation for cooperation and communication channels.

  • Possess excellent team spirit, be able to cooperate with the responsible person in team management and cross-departmental collaboration, and be willing to share experience and help the team grow.

  • Possess good pressure resistance, be able to adapt to a fast-paced and high-demand working environment, and efficiently complete various work tasks.

  • Possess certain English listening, speaking, reading and writing skills; those who can read English professional literature and connect with global relevant personnel are preferred.
