Job Summary: The Spectrum National Security Systems Program Manager leads efforts to ensure the successful development, modernization, and maintenance of the portfolio of the Office of Spectrum Management's (OSM's) Spectrum National Security Systems, which are required for the National Telecommunications and Information Administration (NTIA) to meet its Primary Mission Essential Function of managing federal spectrum use.

Major Duties:

  • As Spectrum National Security Systems Program Manager, the incumbent will provide dedicated executive management across the portfolio of spectrum IT and software development activities, will be responsible for cost, schedule, performance, and risk management, and will develop and implement a spectrum modernization roadmap to advance and transform NTIA spectrum management business operations. Specific duties include but are not limited to: Develops the vision, strategy, and structure of a spectrum systems portfolio/program management office. Formulates and plans long-range and multi-year programs designed to transform complex spectrum management systems and business processes and ensure the spectrum national security systems are engineered, acquired, and fielded to meet current and future operational requirements. Provides executive leadership, expert advice, and collaboration among OSM and NTIA units and interagency stakeholders in developing, promoting, and maintaining IT and software development capabilities to adequately and cost-effectively meet the Office's current and future business needs. The incumbent is responsible for spearheading innovative IT strategy and technical solutions to enhance the OSM spectrum business operations and for implementing these strategies and technologies within the agency to improve the overall IT posture throughout OSM and its stakeholder community. Assesses, develops, and articulates the end-to-end spectrum business processes, systems, and technology; job roles; and organization structures to accomplish the spectrum management mission. Partners with OSM and interagency business process leaders to identify potential opportunities in the area of process improvement, leveraging established methodologies and tools. Creates and implements a change management process to minimize employee resistance, maximize employee engagement, and drive faster adoption by internal and external stakeholders to achieve business results. Works closely with the NTIA CIO to collaborate on leadership and guidance and assure alignment of strategic planning, project management, software development, capital planning, enterprise architecture, cybersecurity, budget formulation, financial planning, and performance management.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Demonstrated experience and recognition as an expert in planning, managing, and deploying major systems or projects of national significance. Candidates with certifications in systems engineering, software development, and/or Federal Acquisition Community-Program Management (FAC-PM) or Defense Acquisition Workforce Improvement Act (DAWIA) equivalents are preferred. At a minimum, the candidate must be able to obtain a FAC-PM or equivalent certification within six months of appointment. Demonstrated experience leading an executive-level strategic planning and program development function for a large business, government, or similar organization, including establishing and/or managing an organization to develop, acquire, and field specialized software to meet unique functional business requirements. Knowledge and experience in spectrum management systems development, deployment, and operations is preferred. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the technical qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP) or have SES reinstatement eligibility, you do not need to respond to the ECQs.
