[What the role is]

The position is responsible for the procurement, cost and contract management duties related to the NYP Campus Masterplan, Campus Rejuvenation and other Addition & Alteration projects. The scope of works includes management of procurement, contracts, budgetary cost control, finalization of project account and capitalization of fixed assets for the NYP’s projects.

[What you will be working on]

  • Manage external/outsourced resources (consultants and site supervisory staff) to execute the project.

  • Support in supervising and setting directions to Quantity Surveying and Mechanical & Electrical (M&E) consultants on matters pertaining to cost, procurement, contracts, and capitalization.

  • Review and check tender documents to ensure compliance with NYP’s procurement policy and financial procedures for construction works and services.

  • Prepare, call, evaluate and award tenders and quotations in compliance with NYP’s procurement policy and financial procedures for construction works and services.

  • Attend consultant and site meetings with the Project Team and ensure that contractual requirements are carried out on time and within budget.

  • Liaise and coordinate with consultants on contract administration including contract documentation, progress payments, management of variation works and ensure that project cost is within approved budget.

  • Meet financial objectives of the project by forecasting requirements, preparing annual budget, scheduling expenditures, assessing change / variation requests and initiating corrective actions.

  • Monitor project cashflow and exercise cost controls.

  • Coordinates cashflow updates for reporting to Management and stakeholders.

  • Coordinates between key stakeholders for project alignment and fund transfer.

  • Undertake any other tasks or responsibilities as required by Management in the course of work.

[What we are looking for]

  • Relevant qualification with at least 8 years of relevant working experience as Contracts Manager or Quantity Surveyor preferably in public/developer organisations or consulting firms.

  • Relevant experience in the procurement and contract management of large scale development projects.

  • Working experience and knowledge of public sector procurement framework and policies.
