Job Summary: Gulf Coast Veterans Health Care System (GCVHCS) Behavioral Health Service Line encompasses four Community Based Outpatient Clinics and the main campus which spans three states (MS, AL and FL) across 300 miles. The Program Coordinator will assist in overseeing a multispecialty behavioral health Programs consisting of psychiatrists, psychologists, social workers, nurse practitioners, nurses and other multi-disciplinary team members who are part of our level IC organization.

Major Duties:

  • Total Rewards of a Allied Health Professional Duties: Maintains 30+ direct reports including psychiatrists, nurse practitioners, nurses, psychologists, neuropsychologists, clinical social workers, addiction therapists and peer support therapists. Monitors work performance to ensure that requirements are satisfied; and interpret and process a wide variety of data related to program planning in the specialized needs of the Veterans. Manages key clinical, training and administrative programs to include full responsibility for managing the day-to-day activities of those programs. Responsible for strategic planning to ensure the provision of high-quality services to meet the needs of Veterans being served in planning. Develops and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements. They monitor outcomes using data driven quality assurance processes and implement strategies for improvement based on data analysis. Prepares special reports and responses, Congressional responses, briefing papers, issue briefs, and decision papers for Medical Center leadership, which may be highly sensitive, confidential, and complex. Monitor the clinical performance of staff, conduct performance appraisals, and perform other clinical and administrative responsibilities to ensure that the mission of the service and the Medical Center has been satisfied. Sets training objectives for staff and delegate responsibilities to subordinate sections. Identifies developmental and training needs of employees, providing for and arranging for needed development and training. Performs performance evaluations of all staff assigned to the program, approves time and leave, approves overtime and comp-time, monitors and oversees fund control points, and oversees daily operations, including budgetary oversight. Assists in effective integration of program efforts/activities with other medical center operations, community-based agencies and activities. Delegates appropriate authority to subordinate leaders and coordinators. Assures responsibility for overall performance of their work units. Manages general personnel policies and established practices regarding program operations, as they relate to key employees and management actions. Adjusts staffing levels or work procedures within the program to accommodate resource allocation decisions made at higher echelons. Ensures compliance with local and system wide program policy manuals and directives. Develops productivity standards appropriate to each service provided and each venue. Monitors and reports to Office of the ACOS regarding status of Mental Health Performance Measures for the Medical Center, with preparation and implementation oversight for any corrective actions necessary. Prepares for the Healthcare System Director's signature after appropriate intermediate review, Congressional and other controlled correspondence including responses to Office of Investigative General, General Accountability Office, Congressional Budget Office, and other recommendations relevant to Psychology Service. Adheres to fire, safety, and security requirements. Qualifications: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going tohttp://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline.] (a)For appointments at the GS-9 grade level, VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within three years of their appointment as asocial worker. Most states require two years of post-MSW experience as a prerequisite to taking the licensure/certification exam, and VHA gives social workers one additional year to pass the licensure/certification exam. In states such as California, Washington, and others where the prerequisites for licensure exceed two years, social workers must become licensed at the independent, master's level within one year of meeting the full state prerequisites for licensure. (b)A social worker who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. (c)Different states have different levels of licensure or certification, making it difficult for VHA staff to determine the independent practice level. Each state, Puerto Rico, and the District of Columbia completed surveys identifying the level of licensure or certification allowing independent practice. Copies of the surveys are on file in the VHA Office of Care Management and Social Work Services, and a summary spreadsheet of the levels of licensure or certification is available to social work professional standards board members for purposes of determining whether the social worker's level of licensure or certification meets the VHA qualification standards. All states except California use a series of licensure exams administered by the ASWB. ASWB develops and maintains the social work licensing examination used across the country and is a central resource for information on the legal regulation of social work. Failure to Obtain License or Certification. In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment. Failure to become licensed or certified within the prescribed amount of time will result in removal from the GS-0185 social worker series and may result in termination of employment. Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Grade Determinations: Social Worker (Program Coordinator), GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. 1. Skill in coordinating and implementing one or more specialty program(s), across the facility. 2. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. 3. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). 4. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. 5. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. 6. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. 7. Knowledge of organizational structure and impact on program operations. Preferred Experience: 1. Experience in General Mental Health. 2. Management experience. . However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
