Job Summary: The Chief, Social Work Service, at the Richard L. Roudebush VA Medical Center, Veteran Health Indiana, is responsible for the management of a large, highly complex, multi-disciplined, stand-alone service, organizationally aligned under the Associate Director of Patient Care Services. Define and communicate the mission, vision and strategic goals/priorities for Social Work Service. Drive a high-performing culture and ensure compliance with SWS Fundamentals and VA standards Drive a culture of accountability, innovation and Veteran-centered care. Represent Social Work Service and the profession of Social Work at facility, VISN and VHA leadership forums. Fiscal and Resource Management: Oversee budget planning, allocation, and monitoring for all programs. Ensure efficient use of resources and compliance with fiscal policies. Oversee the appropriate use of special purposes funding for specific programs. Human Capital Management: Lead recruitment and credentialing of all Social Workers within the organization and all staff assigned to SWS. Manage performance evaluations, disciplinary actions and succession planning. Ensure that staffing levels are appropriate for all programs based on caseloads and acuity levels. Encourage staff engagement activities to enhance employee satisfaction and retention. Establishes and maintains functional statements and position descriptions to ensure accurate, detailed descriptions of all duties performed by staff Clinical Governance: Maintain oversight of clinical standards and ethical practice across all programs. Provide advanced-level clinical guidance, training and supervision opportunities for Social Work staff. Ensure adherence to evidence-based best practices and NASW ethical standards. Ensures that clinical documentation meets/exceeds standards through ongoing chart audits and clinical peer reviews Serves as the final authority for complex clinical decisions and escalations. Data Analytics & Reporting: Monitors key performance indicators and prepare reports for executive leadership Oversees the utilization of resources by performing internal reviews, data collection, analysis of reports, monitoring of contracts and evaluating performance, to ensure that resources are being utilized efficiently and effectively. Policy & Regulatory Compliance: Ensures adherence to VA directives, Joint Commission standards and state licensure requirements. Develop, review and update policies and procedures in line with VA regulations. Maintain credentialing and professional practice standards for all Social Workers. Ensures all Social Work staff are operating under an annual Scope of Practice. Oversee the initiatives of the Social Work Professional Practice Council, to ensure the highest quality of Social Work practice within the organization. Program Development, Innovation and Expansion: Manage multiple specialized programs, (e.g., Caregiver Support, PACT, M2VA, Acute Inpatient Medicine, Inpatient/Outpatient Specialty Medicine, IPVAP, Polytrauma/TBI, Spinal Cord Injury and Rehab, CTOC, HUD-VASH, HCHV, VJO, Homeless Outreach, GPD, Geriatric Community Based Extended Care including VDC, CRC, CNH, MFH, HBPC, and GRACE; SAMS and the Lodging Programs.) Identify gaps in service delivery and develop new initiatives to meet emerging Veteran needs. - Integrate evidence-based practices and recovery-oriented models into all programs. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Indiana requires Licensed Clinical Social Worker (LCSW) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS 14- Chief Social Worker Experience/Education: One year of experience equivalent to the GS-13 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. May have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: The Chief Social Worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Skill in providing the full range of supervisory duties across multiple service divisions/sections, which would include responsibility for assignment of work to be performed, performance evaluation, selection of staff, and recommendations of awards, advancements, and when appropriate, disciplinary actions. Skill in applying legal, ethical, and professional standards to social work practice. Skill in developing, maintaining, and managing social work services in multiple divisions/sections. Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care. Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements Skill in administrative oversight to ensure compliance with social work licensure requirements Preferred Experience: Experience in supervision of Social Workers and other disciplines. Physical Requirements: The physical demands of the position involve standard office requirements such as using the telephone, retrieving files, writing reports, data entry and maintenance of computer databases, etc. Work is typically performed while sitting at a desk and using a computer.
