 The Site Head of Operations at Pearl River is responsible for driving strategic development, innovation, and continuous quality improvement to manufacture vaccines that meet the highest safety, quality, regulatory, and cost standards while delivering on schedule. This leader collaborates with M&S Vaccines US leadership to develop and execute medium- and long-term strategic plans, anticipating evolving customer needs and ensuring sustainable peak performance in a dynamic environment. The role encompasses leading government agency and community stakeholder engagement, overseeing site support services, and fostering strong employee relations and communications across all organizational levels.

Dimensions/Scope:

  • Responsible for timely supply of Flublok and Flublok Trivalent products to global market delivering about 14M million doses in 2026, and the Pearl River budgeted portion up to 2026 representing >US$300 million in sale value.

  • Manage manufacturing annual site spending levels ensure to meet budget commitments. Support overall site spending aligning with other functions (~US$45 million).  

  • Ensure manufacturing count targets are maintained (~105 RHC) and work cross functionally to support overall headcount (~105 RHC). 

  • Support site strategic projects to ensure 100% milestones are achieved on time and budget.  

Main Responsibilities:

  • Leads the Site Strategy, Planning and Development: Align Site Master Plan with M&S Vaccines US strategy; oversee budget, CAPEX, and headcount projections; ensure cGMP compliance and emergency preparedness.

  • Manufacturing and Supply: Drive product supply to meet global demand at optimal cost; manage inventory strategy, CMO partnerships, and optimized resource utilization.

  • Quality & Compliance: Ensure highest regulated standards; maintain Quality Objectives; serve as primary contact for governmental audits and compliance reviews.

  • Health, Safety, Environment & Security: Ensure highest regulated standards; maintain Quality Objectives; serve as primary contact for governmental audits and compliance reviews.

  • Government & Community Relations:  Manage relationships with regulators and stakeholders; build networks to anticipate industry developments and protect company performance.

  • Innovation and Continuous Improvement: Champion new technologies and process improvements to reduce costs and enhance quality; foster a culture of excellence and transparency.


About You

Minimum Requirements

  • Bachelor’s degree in Engineering or Biological Sciences required

  • Masters or MBA preferred

  • 15-+ years direct operating experience in Pharma/Biotech, Industrialization, Project Management, and Quality in a global, matrix environment

  • Demonstrated leadership and behavior competencies

  • Demonstrated large scale complex Supply Chain Manufacturing Management experience and expertise

  • Strong people management skills

  • Demonstrated experience with complex budget, financial controls, capital project leadership and development

  • Demonstrated experience interfacing with Governmental agencies and regulatory boards.

Certifications:

  • Lean Six Sigma certification – green or black belt or other certifications (preferred)

The salary range for this position is:

$187,500.00 - $270,833.33
