Job Description:

Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large government customer in successfully delivering on a significant infrastructure project central to the United States’ border security programs

In our anticipated role, Parsons will provide Owner’s Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success. 

Position – Deputy Director for Support Operations

Senior VP directly reporting to the Executive Program Director (EPD) and is responsible for the support and business operations supporting the National Program Management Office and 9 Sector Construction Management Offices that collectively have 500-750 staff.  Position is responsible for the establishing guidance, direction, and executive leadership for the successful implementation of Parsons functional and business services that enable successful delivery of Parsons services.   

Location

Aligned with the National Program Management Office (NPMO). 

May require travel to the 9 Sector Construction Management Offices (SCMOs).

Specific Responsibilities

  • Establishes guidance, direction, and provides executive leadership for Parsons efforts on all Parsons internal Business Management Operations (Finance, Recruiting, HR, Project Controls, Information Technology, security, and subcontracting). 

  • Provides executive leadership for the development and implementation of Parsons Digital Command Center, supporting dashboards and automated reporting, analytics, and reporting.  Supports development of key performance indicators for program success including safety, quality control, schedule and financial performance metrics.  Provides upward reporting to the client on National Program Management Office activities that is clear and accurate

  • Supports development and consistent application of Business Management processes across multiple geographically dispersed staff working in SCMO and remote projects offices.

  • Ensures that the support organizational structure of each SCMO and field project office is efficiently planned and adequately and competently staffed for their function.

  • Coordinates with key stakeholders on the program.  

  • Manages all internal project phases for Parsons successful execution including planning, recruiting, mobilization, sustainment, and program execution.   

  • Identifies program risks along with project specific mitigation strategies.  Will manage program risk profile within the National Program Management Office corporate risk and control framework to govern, assess, mitigate and manage operational and financial risks at the task and project level. 

  • Assesses present and future program needs, trends, and challenges; determine resources required to meet objectives; direct efforts to acquire and retain necessary resources to meet program performance metrics.

  • Plans, directs, supervises, and controls the execution of all business, fiscal, and administrative functions for the NPMO and SCMOs. 

  • Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.

  • Works with key program individuals to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes

  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.

  • Provides oversight of the program portfolio and the performance to meet financial, schedule, deliverable and safety targets

Key Relationships

  • Supervision Received – Executive Program Director

  • Supervision Given – Functional Leads assigned to NPMO and SCMO

  • Works closely and collaboratively with the Deputy Program Direct and Deputy for Construction Management to mutually achieve overall program success

Education/Experience

  • Bachelor’s degree in related field (Business Management, Engineering)

  • 15+ years of broad and diversified experience in consulting, program management, or business operations supporting large, complex programs. 

  • Excellent written and oral communications skills

  • Advanced leadership skills with ability to perform in a Senior management capacity

  • Program management, operations or functional expertise with strong orientation for process improvement and collaboration.

  • Proven ability for managing a large group of personnel within field of expertise and providing direction for resolving complex work assignments.

  • Demonstrated ability to establish and maintain long term client relationships

  • Experience with Profit and Loss (P&L) management.

  • Demonstrated ability to assess risk areas and risk mitigation across different contract types and market spaces, with extensive knowledge of risk identification and mitigation strategies related to large construction programs.

  • Must be a US Citizen and able to pass any required federal background checks.

  • Demonstrate high integrity, strong work ethic, and a natural and confident leader.

  • Ability to organize and direct outcomes in a matrixed organization.

Salary Range: $220,500.00 - $409,500.00
