The primary purpose of this position is to serve as Senior Strategist for AFPC, reporting directly to the Strategic Alignment and Messaging (SAM) office and providing authoritative enterprise level strategic alignment, integration, and communication expertise across all AFPC directorates.

Major Duties:

  • Serves as the primary AFPC point of contact and liaison within the Strategic Alignment and Messaging (SAM) office, acting between assigned AFPC directorates and their respective Air Staff (A1) counterparts. Serve as a trusted advisor to the AFPC/CC, the SAM team, directorate leadership, and the Air Staff, with a primary focus on strategic communications. strategic communications, requiring the ability to interpret broad guidance and apply analytical judgment to complex messaging issues. Coordinates and supports major enterprise events, cross functional activities, and strategic engagements on behalf of assigned directorates to address issues of a critical and complex nature. Aligns long-range strategic timelines and communication priorities with operational mission needs and the AFPC/CC's overarching objectives.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) ability to design and conduct comprehensive cross-functional studies where boundaries are broad and difficult to determine in advance, often requiring the development of new criteria and methodologies to evaluate program effectiveness and translate policy intent into program goals and actions; (2) knowledge of DAF governance structures, Air Staff (A1) processes, and strategic performance management frameworks; (3) knowledge to perform studies of substantive, mission-oriented programs and develop authoritative recommendations to resolve issues or problems of a central and critical nature to the organization; (4) mastery knowledge of a wide range of qualitative and quantitative analytical methods to evaluate and improve complex enterprise wide personnel programs; (5) knowledge of pertinent laws, regulations, and policies to develop new enterprise frameworks where current guidance is inadequate. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Department of the Air Force (DAF) governance, decision-making processes, and strategic performance management frameworks. 2. Skill in translating complex data, organizational dynamics, and policy into compelling strategic narratives that drive enterprise transformation. 3. Skill in advanced critical thinking to synthesize disparate information and generate predictive, actionable foresight on strategic issues. 4. Skill in integrating long-range strategic plans with enterprise communication campaigns to drive organizational alignment and achieve measurable outcomes. 5. Ability to lead high-performing, multidisciplinary teams and build consensus among senior leaders to execute complex, enterprise-wide initiatives. 6. Ability to employ strategic communication as a tool of executive influence, including mastery of high-stakes negotiation and delivering compelling narratives to senior military and civilian leaders.
