Job Description:
Parsons is looking for an amazingly talented Senior Quantity Surveyor to join our team! In this role you will provide quantity surveying, cost management, and commercial administration support to the FIDIC Engineer across a portfolio of infrastructure contracts for SAPL Qiddiya Delivery Partner.
The position supports the FIDIC Engineer in fulfilling contractual duties under FIDIC Conditions of Contract, including measurement, valuation, payment certification, change management, and commercial reporting, ensuring all commercial matters are administered fairly, accurately, and in full compliance with the Contract and Client requirements.
The Quantity Surveyor reports functionally to the FIDIC Engineer and works in close coordination with the Client, Contractors, and wider Project Controls and Technical teams.
What You'll Be Doing:
- Supports the FIDIC Engineer in the administration of commercial and contractual matters in accordance with the applicable FIDIC Design and Build contracts.
- Responsible for measurement and valuation of works, including assessment of contractor progress and preparation of recommendations for Interim Payment Certificates (IPCs) and Final Payment Certificates.
- Reviews and verifies contractor monthly payment applications, ensuring accuracy, compliance with the contract, and alignment with actual site progress.
- Assists in the evaluation of variations, change orders, and claims, including assessment of cost, entitlement, and contractual compliance.
- Supports the FIDIC Engineer in maintaining accurate and auditable cost records, including contract sum adjustments and financial forecasts.
- Reviews contractor rates, prices, build-ups, and substantiation for variations and claims.
- Coordinates with Project Controls, Engineering, and Construction teams to ensure alignment between cost, schedule, and scope.
- Participates in commercial meetings, negotiations, and workshops with contractors and the Client as required.
- Assists in the preparation of commercial reports, cost statements, and forecasts for submission to the Client and project stakeholders.
- Supports the FIDIC Engineer in the administration of contractual correspondence, including notices, determinations, and recommendations.
- Reviews and tracks provisional sums, prime cost sums, and dayworks, ensuring proper authorization and valuation.
- Conducts regular site visits to verify measured quantities, work progress, and agreed variations.
- Ensures adherence to corporate procedures, contractual obligations, ethical standards, health & safety requirements, and applicable Saudi regulations.
- Performs other quantity surveying and commercial responsibilities as directed by the FIDIC Engineer.
What Required Skills You'll Bring:
- Bachelor’s degree in Quantity Surveying, Commercial Management, Engineering, Construction Management, or a related discipline.
- 15 years of relevant experience in quantity surveying and commercial management on large-scale construction or infrastructure projects.
- Demonstrable experience working under FIDIC contracts.
- Previous experience supporting or working within a FIDIC Engineer / Engineer’s Representative organization is highly advantageous.
- Experience working in the Middle East, preferably in Saudi Arabia, with knowledge of local practices and procedures.
- Professional membership (or progress toward membership) with RICS, CIOB, or equivalent is preferred.
- Strong written and spoken English; Arabic language skills are an advantage.
