Job Description:
Parsons is looking for a talented Senior Quality Manager to join our team! In this role you will lead the quality management and assurance framework for a major development program in Qatar, ensuring that project delivery complies with international quality standards, regulatory requirements, and client expectations.
As Senior Quality Manager, you will provide leadership for the QA/QC function across the program, establishing quality systems, managing audit programs, and ensuring continuous quality improvement across multidisciplinary project teams.
What You’ll Be Doing:
Lead the development and implementation of the program-wide Quality Management System (QMS) aligned with international standards and project requirements.
Establish and oversee quality assurance and quality control procedures across design, procurement, construction, and commissioning phases.
Develop and implement QA/QC audit programs, including internal audits, supplier audits, and compliance reviews.
Ensure compliance with ISO 9001 quality standards, regulatory requirements, and project specifications.
Lead multidisciplinary QA/QC teams including civil, architectural, and MEP quality engineers.
Review design and technical documentation to ensure compliance with applicable standards, codes, and project quality requirements.
Identify quality gaps and establish corrective and preventive action programs.
Implement and manage electronic quality management systems and platforms such as Aconex, EDMS, and other digital quality tools.
Monitor contractor quality performance and ensure proper implementation of inspection and testing procedures.
Develop quality performance metrics and provide executive-level quality reporting and dashboards.
Lead investigations and resolution of quality non-conformances and technical compliance issues.
Coordinate with project leadership, contractors, consultants, and regulatory authorities on quality-related matters.
Ensure alignment with regional construction standards and regulatory frameworks in Qatar.
Provide leadership and mentorship to QA/QC professionals across the program.
What Required Skills You'll Bring:
Bachelor’s Degree in Civil Engineering, Quality Management, Construction Management, or related discipline.
Master’s degree or postgraduate training in Quality Systems or Project/Construction Management preferred.
Minimum 18–20 years of professional experience, including at least 8 years in a senior quality management role on large-scale infrastructure or development programs.
Strong experience delivering projects in the GCC region, particularly within client-representative or PMCM/PMC roles.
Advanced knowledge of ISO 9001 quality standards, QA/QC auditing, quality planning, and regulatory compliance frameworks.
Proven experience leading multidisciplinary QA/QC teams across civil, architectural, and MEP disciplines.
Strong capability in reviewing design and technical documentation and implementing quality control processes.
Familiarity with QCS, Ashghal requirements, and GCC construction standards and specifications.
Experience implementing and managing digital quality management platforms and electronic documentation systems.
Strong analytical, reporting, and communication skills with the ability to present quality performance insights to senior stakeholders.
ISO 9001:2015 Lead Auditor Certification (IRCA or equivalent).
Professional certifications such as Certified Quality Manager (CQM), Certified Quality Engineer (CQE), or equivalent from ASQ or recognized international quality bodies.
What Desired Skills You'll Bring:
MMUP engineering registration (Grade A) highly desirable.
Membership in professional bodies such as ASQ, PMI, or Chartered Quality Institute.
Experience delivering large-scale mixed-use, infrastructure, or complex urban development programs.
Experience of race tracks, motorsports, hospitality, retail, high-end F&B, leisure, and entertainment zone developments is desirable.
Proven ability to implement program-level quality governance frameworks and continuous improvement initiatives.
Strong leadership capability to manage quality teams across complex multi-contractor programs.
