The Raytheon Javelin Weapons System team is seeking a Senior Proposal Manager to take on a new challenge with a high degree of responsibility in a growing and evolving business environment.

What You Will Do

  • Lead development of compliant proposals, and actively support customer negotiations across the Javelin Joint Venture portfolio

  • Prepare, revise, update, and monitor required documentation and analysis in compliance with proposal requirements including corporate and business policies and procedures

  • Ensure on-time delivery of proposal efforts; this includes providing turn-round metrics to the supported programs, identifying improvement opportunities, and taking the necessary steps to ensure quality, schedule, and cost requirements are achievable in execution

  • Coordinate with the Javelin Joint Venture partner, Lockheed Martin, in meeting all of the above efforts; building and maintaining a respectful and collaborative working relationship between partners

  • Travel to participate in domestic business engagements

Qualifications You Must Have  

  • Typically requires a Bachelor’s degree and 10 years of relevant experience OR an Advanced degree and minimum 7 years of experience is required

  • Experience leading cross-functional teams to include, but not limited to, one of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management and/or administrative functions

  • Experience in proposal development or equivalent (e.g., Truth in Negotiations Act (TINA compliance), Offset/Industrial Participation, Government Requests for Information (RFIs), etc.)

  • The ability to obtain and maintain a U.S. (Secret) government issued security clearance is required.​ U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

  • Knowledge and experience with proposal development, price buildup, and estimating and pricing processes

  • Knowledge of and/or experience with federal proposal regulations including but not limited to: Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation  (DFAR), or TINA

  • Experience with ProPricer and Standard Bidding Tool (SBT)

  • Skilled in communications, team building, and conflict resolution and relationship management to create an effective partnering environment that includes credibility, respect, and trust

This position is an onsite role, located in Tucson, AZ.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
