Job Description:

Parsons is looking for an amazingly talented Senior Project Controls Manager to join our team. In this role you'll get to develop, establish, and maintain all aspects of the cost control, and/or planning/scheduling functions, manage small to medium sized projects. You will utilize widely diversified knowledge of project controls activities, and draws upon extensive experience and exposure to various types of projects and clients.

What You'll Be Doing:

  • Lead a team of planners/schedulers and cost engineers/accountants performing budget/schedule control and cost forecasting, among other cost and schedule management functions, including:
    ​1. Set up baseline budgets (resource/revenue/cost) with appropriate WBS (Work Breakdown Structure), interfacing with various disciplines and in coordination with the Project Manager and Scheduler.
    2. Analyze, evaluate, forecast, and report cost and schedule status against the established baseline in collaboration with the planning team.
    3. Prepare and update various weekly and monthly cost and schedule tracking reports.
    4. Establish resource, revenue, and cost projections for projects in coordination with project teams.
    5. Perform variance analysis against baseline projections and initiate/recommend corrective actions.
    6. Utilize historical data and trends to maintain a realistic basis for future planning and forecasting.

  • Set up high-level schedules, monitor and track project progress, and perform Earned Value Analysis (EVA).

  • Work closely with project directors, managers, and engineers to establish project budgets based on scope and technical requirements.

  • Develop and maintain high-level project schedules, including critical path analysis and milestone tracking. Monitor schedule performance, identify potential delays, and recommend corrective actions to maintain project timelines.

  • Develop and maintain project controls systems, budgets, and forecasts.

  • Monitor and track project cost performance throughout the project lifecycle, ensuring expenditures remain within the approved budget, and prepare variance analysis.

  • Analyze cost trends and variances, investigate discrepancies, and work with project teams to implement corrective actions when necessary.

  • Collaborate with cross-functional teams to review cost and schedule implications of changes in project scope and ensure that the impacts are understood and managed. Validate change orders, variation claims, and financial impacts.

  • Prepare regular cost and schedule reports, including forecasts and financial statements, highlighting variances and trends, for senior management and stakeholders.

  • Support the preparation of Earned Value Management (EVM) reports and other financial assessments.

  • Evaluate and report on potential cost overruns and risks, recommending strategies for cost mitigation.

  • Conduct detailed cost analysis, including labor, materials, equipment, and overhead, to ensure costs are aligned with project objectives.

  • Identify and evaluate cost-related risks and assist in developing risk mitigation strategies. Provide input into project risk management processes and ensure that potential cost overruns are mitigated through proactive planning and monitoring.

  • Implement lessons learned from previous projects to improve future cost estimation and control efforts.

  • Develop dashboards for tracking cost variances, schedule adherence, utilization, and productivity.

  • Participate in internal and client progress meetings to present key performance indicators and explain variances and justifications.

  • Provide guidance, direction, and specialized assistance for resolving difficult and complex cost and schedule control problems.

  • Support the Project Director in reviewing and finalizing the business plan.

  • Customize project control systems to meet specific project requirements.

  • Interface with clients, attend regular meetings, and provide statistical reports.

  • Coordinate with Corporate Project Control, Legal, Finance, and Commercial teams to resolve issues.

  • Establish best practices for schedule, budget/forecasting, and cost controls and implement them at the project level.

  • Coordinate with other departments to ensure all costs are properly charged to jobs and project cost control personnel have full visibility.

  • Perform other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • Graduate degree required (such as BSc, BE., BA, or similar) in Engineering, Quantity Surveying, Cost Engineering, Project Management, or a related field.

  • 15+ years’ experience, 10 years of relevant experience required in Project Controls/ Planning, cost engineering or cost management in large-scale projects, with at least 5 years in a senior role.

  • Strong experience in cost estimation, budgeting, and cost control for projects in industries such as construction, engineering, oil and gas, or infrastructure.

  • Strong understanding of Planning, Scheduling, cost engineering principles, including estimating, budgeting, and cost tracking.

  • Familiarity with Earned Value Management (EVM) and other project performance measurement systems.

  • Advanced skills in financial modeling, forecasting, and cost reporting.

  • Knowledge of industry-specific standards and regulations related to cost control and project management.

  • Familiarity with risk management techniques, including risk analysis and mitigation strategies.

  • Proficient in project management software (e.g., Primavera, MS Project, Oracle cost management) and Microsoft Office Suite required to perform daily duties.

What Desired Skills You'll Bring:

  • Post-graduate degree or certifications in project management (e.g., AACE, PMP, RICS) preferred.

  • Prior experience on the client’s and/or PMCM consultant’s side preferred, with knowledge of PIF Development Companies’ operating models highly desired.

  • Excellent analytical skills and the ability to interpret financial data and cost information.
