Raytheon - Advanced Products and Solutions (APS) Strategic Business Unit is seeking a highly motivated Senior Program Management (PM) to assist the Associate Director in the 3rd GEN B-Kit Army program portfolio within the Electro-Optic Infrared Solutions (EOIR) Sub-Strategic Business Unit (SSBU). The Senior Program Manager must interface across Raytheon and multiple external suppliers. As the program manager you will be the face of the company to the US Army 3rd GEN B-Kit customer and to multiple external suppliers. You will provide briefings to executive level audiences within RTX and up to US Army General Officers. As the 3rd GEN B-Kit program manager you will help manage the Army 3rd GEN FLIR product portfolio which includes multiple production and development contracts. You will also be expected to propose and execute cost plus engineering services and contribute or lead to any long-term new production proposals. You will have expertise in production program execution as well as capture and proposal management. You will develop customer relationships and program growth strategies with implementation of tactical program plans. You will work with functional personnel in meeting / exceeding AOP through performance management, and coaching utilizing Program Management best practices. The Senior Program Manager works closely with all functional areas to ensure alignment and that all documentation complies with the Raytheon RLPM business processes. The PM will be asked to lead or assist in stage/gate reviews and activities.  Specific tasks include development, implementation, and maintenance of Program Management Plans, consistent with program requirements and company policies.

What You Will Do

  • Manage profit and loss, AOP development and execution, and program Estimate at Completions (EACs) 
  • Coordinate and align interactions, dependencies, and transactions between customers and other performing parties
  • Set program priorities, resolve conflicts and barriers, implement gates and major reviews with the customer
  • Multidisciplinary team leadership, internal and external program reviews, and program development through direct customer engagement, proposal preparation, supplier management, program management status reporting, and generation of work authorizations, statements of work (SOWs), and specifications
  • Execute daily PM cadence (battle rhythm) such as risk review boards, schedule performance management, customer reviews, program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments
  • Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership
  • Travel to participate in domestic business engagements (once per quarter on average)

Qualifications You Must Have

  • Typically requires a Bachelor’s degree or equivalent experience and minimum 10 years of prior relevant experience in program management or an Advanced degree in a related field and minimum 7 years experience
  • Program management, project management, integrated product team lead (IPTL), and/or cost account management (CAM) experience
  • Proposal and capture experience
  • Experience leading cross-functional teams
  • Supplier management experience
  • Experience supporting production programs
  • Experience with managing cost, schedule, and performance with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Schedule (IMS), Risk and Opportunity Management, IMS/IMP, financial forecasts, or similar business processes
  • An active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain program access after start

Qualifications We Prefer

  • Program Management Level 4 Certification or ability to obtain within one year
  • EO/IR experience
  • Experience developing and implementing execution, coordination, and growth strategies for franchise programs
  • Experience working oversight and monitoring supplier performance; develop preventive and corrective actions as necessary
  • Advanced knowledge of related disciplines within work area and ability to identify links and potential impact on projects programs or systems.
  • Understanding and proficiency in execution as a capture manager of the proposal process.  Proven success in delivering proposals on time.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
