NGAS seeks a Mission Assurance Quality Field Representative to ensure that a mixed Engineering Troubleshooting and Maintenance Support team can be responsive to NG Customer Needs, while also maintaining high quality outputs and especially compliance to both NG Company, US Customer and Industry requirements. This role is located remotely at a US Government forward facility, as part of a cadre of multidisciplined Field Service Representatives (FSR). This role is located at an OCONUS Government facility in Guam.
The primary scope ensures the procedural, training and traceability of work performed by the NG FSR team but also seeks to employ core Quality Engineering tenants for continuous improvement. The role includes some direct on-product Quality Inspection and Final Acceptance for work executed by the NG FSR team, as determined by customer schedule and needs.
Work scope includes:
- Evaluate aircraft faults for reoccurrences by identifying root causes of repetitive issues and driving corrective actions.
- Support System Test Engineers with Troubleshooting activities of aircraft, ground segment, or support segment subsystems
- Perform Risk-based process evaluations of work performed by NG Teams, including development and identification of those same risks
- Also includes any government, NG or industry mandated audit programs
- Develop and Support programs to reduce the risk nonconformities and mishaps for work performed by NG Field Engineering Representatives
- Conduct configuration audits of assets serviced or upgraded by NG Teams
- Develop metrics and improve visibility to focus leadership attention on critical areas.
- Make recommendations based on issues or observations to site and program leadership for risk reduction and continuous improvement.
- Focal point for Triton site for Government Representative inspections, periodic evaluations, and any associated formal or informal requests for corrective action
- Drive the implementation of Foreign Object Elimination (FOE) program in accordance with the Site and Contract requirements, utilizing NGC and NAS412 standards as a guideline.
- Maintain the records, training and certification program to ensure currency in accordance with customer and NG requirements for all work conducted by NG at the site
- Maintain the training program and curriculum as the primary site representative
- Validate the training currency of NG personnel prior to, and during maintenance or troubleshooting activity
- Maintain forms and documents necessary for Program and Site operations following the guidance of NG practices and Government requirements.
- Define, Implement and Maintain a site Tool Control program for the NG FSR Use troubleshooting toolkits, in collaboration with local government representatives.
- Maintain and update configuration and safety documentation, such as:
- Configuration Summary Flight Release forms, weight and balance documentation, and in-process sheets.
- Electrical and mechanical preflight inspection records.
- Records of flight time, landings, times since overhaul, and scheduled maintenance requirements.
- Perform acceptance inspections, updates technical publications, bulletins, engine logbooks, and employee training.
- Perform documentation records traceability audits for mandatory and recommended data files, forms and policies.
- As needed and determined by Site Leadership and USN operations, this role also will require the selected individual to perform Quality Inspection duty for work NG Field Service Representatives perform at the Government Site. The Frequency and Nature will depend on customer requirements changing to support the USG as needed.
- Final Acceptance of maintenance actions performed by NGC FSRs (technical publications, bulletins, etc)
- Final Acceptance of Pre/Post Flight/ Engine Run including ready-for-flight assurance.
- Closeout inspection and in-process inspection of Depot-level maintenance performed by NGC FSR following NG instructions, including engineering disposition of nonconformities.
- Develop nonconformance reports if necessary, ensure thorough documentation and appropriate disposition via established mandatory technical authority.
Basic Qualifications:
- Principal Quality Analyst: 5 Years of experience in a related field with Bachelor’s degree, 3 Years with Masters degree or 1 Year with PhD.
- Experience developing updating or implementing quality programs in a Production, Sustaining or development environment, including at a supplier, customer or subcontractor site.
- Experience utilizing quality analysis techniques to ensure products or services conform to company or regulatory standards.
- Experience implementing Root Cause/Corrective Actions
- Current DoD Secret clearance with an ability to obtain a TS and the ability to obtain and maintain Special Program Access
- Sr Principal Quality Analyst: 8 Years of experience in a related field with Bachelors; 6 Years with Masters; 4 Years with PhD.
- Experience developing updating or implementing quality programs in a Production, Sustaining or development environment, including at a supplier, customer or subcontractor site.
- Experience utilizing quality analysis techniques to ensure products or services conform to company or regulatory standards.
- Experience implementing Root Cause/Corrective Actions
- Current DoD Secret clearance with an ability to obtain a TS and the ability to obtain and maintain Special Program Access
Preferred Qualifications:
- Experience implementing quality management systems to support program processes, audits, and/or improvement.
- Familiarity with DCMAINST-8210.1D
- Experience with SAE AS9100D
- Experience with CNAFINST 4790
- Experience with NAS412, or similar formal FOE programs
- Active DoD Clearance
- Familiarity with Software Quality Assurance techniques
- Familiarity with USN Maintenance Operations and systems
- Experience supporting US Government Audit programs
- Experience implementing Tool Control program, training records management and inspection records
- Experience developing dispositions and corrective actions for recurring nonconformities
- Prior Inspection or Final Acceptance experience, especially flight line experience.
Primary Level Salary Range: $85,600.00 - $128,400.00
Secondary Level Salary Range: $106,800.00 - $160,200.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
