Senior Planner and Controller (Ref. No. R1012084)
at our location in Singapore
You will enjoy having these responsibilities:
- Lead key Project Management Office (PMO) activities as a member of the project delivery teams for the portfolio of bids and projects assigned to you. Actively support as a co-pilot, the Project Manager/Project Director in analytical decision-making on project performance, budget control, resource forecasting and margin improvement.
- Project Control & Execution management
- Establish and maintain the Cost Budget Baseline, from bid phase, to project transition until project close-out
- Establish and maintain the project WBS structure in the company ERP.
- Establish and maintain the cost centres/charges codes for the workpackages and proper assignment to resources
- Maintain and Control the cost assignment of efforts and purchases orders in the ERP as per the plan and the Performance Measurement Baseline (PMB).
- Project Schedule management
- Establish and maintain the baseline schedule and progress (including Key Milestones), from bid phase, to project transition until project close-out
- Establish and maintain an accurate resource loading
- Attend the external coordination meetings with project third-parties (civil contractors, system-wide contractors, etc.)
- Develop adhoc schedule what-if scenarios requested by the projects/bids, including Extension of Time (EOT) assessments, as when and needed.
- Risks & Opportunity Management
- Establish and maintain the Risks register including the mitigation plan in support to the WPMs and PMs
- Establish and maintain the Opportunity register including the implementation plan in support to the WPMs and PMs
- Contribute to establish the annual margin improvement plan for assigned projects
- Project Reporting
- Establish and maintain the Project roadmaps, key milestones, critical path analysis and resource S-curve in support to the Project Managers (PMs) and Workpackage Managers (WPMs)
- Contribute to the customer monthly reporting and dashboard for schedule matters
- Attend the customer monthly progress reviews for schedule matters
- Coordinate the project monthly actuals and variance review with the WPMs and PMs
- Establish and maintain the internal project dashboards
- Actively support the Monthly Project Reviews (MPR) and quarterly Project Reviews (QPR)
- Facilitate the project reporting timeline to align with the
- Actively contribute to the Project Performance & Assurance (PP&A) activities consolidated at Country Level as a member of the PMO department:
- Business Reporting
- Own the Business Reporting timeline for the country to ensure alignment with the Executive reporting calendar for the region
- Coordinate the consolidation of the projects’ MPR and QPR information into the regional Monthly Business Reviews (MBR) and Quarterly Business Reviews (QBR)
- Resource Management
- Establish and maintain the consolidation of the resource forecasts view at country level across the departments
- Lead the preparation of the monthly resource planning reviews for consolidation at Regional governance level (QBR)
- On-Time Delivery Metrics
- Define and consolidate the monthly reporting of the On-Time Delivery metrics and key milestones from the country portfolio of projects for Regional Governance (MBR)
You have:
- 5–10 years of project planning and control experience in delivering engineering, manufacturing and construction of infrastructures projects or any related industry.
- Experienced using Primavera P6/Core Module
- Experienced using SAP (or equivalent ERP).
- Excellent people and stakeholder management skills with the ability to communicate clearly and concisely with all project stakeholders, included but not limited to with the senior management, key customers, key partners and contractors.
- Demonstrate strong leadership skills through result-oriented and problem-solving approach, timely decision-making.
- Strong team player with drive and initiative
- Proactive and capable of driving tasks to completion independently
- Attention to details is essential
- Degree qualified ideally in business or engineering with similar experience as a planner / planning engineer / scheduler and PMO support
- Well versed in MS Excel, Word, PowerPoint and Project. Knowledge of MS PowerBI would be an advantage.
Willing to work towards professional qualifications and membership of a recognized project management institution (such as IPMA).
- Technical knowledge in railway signalling or supervision systems, especially Communication-Based Train Control (CBTC), COMs or SCADA would be an added value.
- Business knowledge of the urban transportation market and local stakeholders in Singapore and APAC would be a plus
