Senior Manager/Manager (Airport Development and Planning) – Changi East Urban District

[What the role is]

As a Senior Manager/Manager in the Changi East Urban District (CEUD) Planning & Regulations team within CAAS' Airport Development & Planning (ADP) Division, you will have the unique opportunity to contribute to the planning of Singapore’s first airport city which will reinforce and strengthen the Changi air hub, as well as perform regulatory oversight for Changi and Seletar Airport.

[What you will be working on]

  • Lead master planning studies for airport land use, and the emerging airport city -  Changi East Urban District.

  • Collaborate with key stakeholders - including government agencies, the airport operator as well as aviation and business communities - to formulate strategic plans for comprehensive and sustainable land use planning, while ensuring critical integration between airport and urban development within the airport city. 

  • Review development proposals, conduct feasibility studies for layout plans, conceptual designs, and stakeholder presentations.

  • Manage consultancies, procurement briefs, timelines, and internal approvals, while tracking global airport trends.

  • Conduct regulatory oversight, including reviews of airport land use planning as part of the airport master planning process, which provides the long-term strategic direction of airport infrastructure and developments to ensure Changi Airport maintains sufficient capacity, and remains a leading air hub.  

[What we are looking for]

  • Trained in Urban Planning, Architecture, Civil Engineering, Real Estate, or related field.

  • 3–8 years in planning, real estate, or infrastructure projects; government experience advantageous.

  • Strong skills in stakeholder coordination, analytics, report writing, and multitasking in fast-paced settings.

  • Proficiency in AutoCAD will be beneficial.

Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
