The Position

1. Primary Purpose of Job (Job Summary)

Roche is hiring for an expanding operation in Shanghai and is seeking to expand its site leadership team, with growing Drug Product operations. We are looking for people who have significant experience in Sterile Drug Product operations, in a leadership position, who can bring investments through qualification and into steady state operations. 

Roche is advancing a transformative, strategic expansion of its Drug Product operations in Shanghai, establishing a new, state-of-the-art manufacturing site integral to its global supply network.To drive this critical initiative, we seek a Head of Strategy Projects for both New DP site and the existing Small molecule site

As the Head of Strategy Projects, you will play a pivotal role within the Business Support organization. You are the architect of our risk management and strategic roadmap. You will bridge the gap between high-level vision and operational execution, ensuring our resources are funneled into the priority projects.

You need to work closely with OE and Digital team to deliver strategy and performance by collaboration in below main areas:

  • Portfolio Integration: Translates PT China Ops strategy into a prioritized roadmap of actionable projects. Collaborates with OE & Digital to ensure performance improvement initiatives are integrated into the site portfolio with the correct resource allocation.

  • Solution Design & Partnership: Defines the "What" and "Why" of strategic initiatives; partners with OE & Digital to leverage their technical expertise in lean methodologies and digital tools to design the "How" (the solution).

  • Performance Management: Owns the strategic KPI framework. Works with OE & Digital to close performance gaps, using digital dashboards and OE problem-solving frameworks to ensure site targets are met and sustained.

3.  Principle Roles & Responsibilities / Accountabilities

Engineering Project Support and Operation Readiness:

  • Setup project management methodology in operation readiness to optimize the management of progress, risks, issues, resources and changes

  • Working as risk management process owner in operation readiness to ensure risks are well managed and mitigated

Routine Operation:Internal Project Portfolio Management (PPM)

  • Setup and implement standard PPM processes which can meet local and global requirements. 

  • Govern the full lifecycle of the internal project portfolio, from initial ideation and business case development to benefit realization.

  • Prioritize initiatives based on strategic fit, resource availability, and ROI.

  • Maintain a centralized "source of truth" dashboard for all active and pipeline projects to provide transparency to the Executive Committee.

  • Improve maturity of project management by delivering training and coaching. 

Complex Project Management

  • Directly lead high-impact, cross-functional "must-win" projects that require sophisticated change management and stakeholder navigation.

  • Deploy Agile or Waterfall methodologies as appropriate to ensure on-time and on-budget delivery.

  • Act as a troubleshooter for projects in "red" status, providing intervention and recovery strategies.

Risk Management & Governance

  • Establish and maintain a robust risk management framework to identify, assess, and mitigate strategic and operational risks.

  • Setup and maintain an efficient government model to ensure risks are reviewed regularly. Ensure risk can be escalated by criticality and a timely manner

  • Lead regular portfolio review boards to facilitate data-driven decision-making.

Leadership & People Development

  • Lead, coach, and inspire a team of specialists, fostering a culture of continuous improvement and psychological safety.

  • Empower your team to act as internal consultants to the broader business.

Qualification and Experience

Education/Qualifications

  • Bachelor’s degree in Engineering, Life Sciences, Business Administration, or a related scientific discipline.

  • Advanced degree (Master’s, MBA, or PhD) preferred.

Experience

  • Minimum of 10 years of strategy planning and risk management experience in pharmaceutical/biotech industry. 

  • Demonstrated success in driving projects within complex, global matrix organizations. 

  • At least 5 years of people management experience

Languages
