Your Opportunity

Our Ottawa office is seeking a Senior Manager to join our Evaluation team within the Risk Advisory Services practice in Ottawa. We are seeking an accomplished leader with deep experience in program evaluation, performance measurement, and advisory services. This is a replacement role, and this individual will play a pivotal role in delivering impactful evaluation work for high-profile clients, while also contributing to practice growth and business development.

Our Evaluation team partners with clients across federal, provincial, and municipal governments, Indigenous organizations, and non-profit organizations to assess the relevance, effectiveness, efficiency, and impact of programs, policies, and initiatives. Our work helps shape strategic direction and improve outcomes in areas such as housing, arts and culture, climate change, and economic development.

Our broader Risk Advisory team endeavors to identify the most significant issues facing the world today with the objective of helping our clients understand what these risks are and how these risks could impact their business and/or operations. 

Key Responsibilities

  • Lead complex evaluation engagements, overseeing all phases from scoping and methodology design through to reporting and presentation.
  • Develop and apply tailored evaluation frameworks to assess program performance, impact, and opportunities for improvement.
  • Manage multi-disciplinary teams and provide technical oversight to ensure quality and consistency of deliverables.
  • Advise senior management officials and executive teams, synthesizing evidence into clear, actionable recommendations.
  • Engage in business development efforts, including proposal writing, client outreach, and contributing to thought leadership on evaluation and performance measurement.
  • Mentor and coach team members, building evaluation expertise and fostering a collaborative, high-performance culture.
  • Advance ESG (Environmental, Social, and Governance) practices, applying evaluation methods to assess and improve sustainability and equity outcomes.
  • Use data analytics and digital tools to enhance the rigor and insightfulness of evaluations.

Some of the engagements our team has been tasked with include:

  • Assessing the impact of multi-billion-dollar government programs on the housing sector in Canada as well as assessing the risk of climate change impacting the availability of affordable housing.
  • Identifying international best practices in social innovation and finance and assessing the opportunity to leverage these opportunities to support the Canadian arts sector.
  • Reviewing economic development supports and funding programs for Indigenous populations in Canada and providing recommendations for opportunities for improvement.

Your Experience and Education

  • Bachelor’s degree from a recognized university in business administration, public administration, economics, political science, social sciences, or a related field; a master’s or post-graduate degree is considered an asset.
  • Designation as a Credentialed Evaluator (CE) or equivalent, or willingness to pursue one.
  • 8–10+ years of progressive experience in program evaluation, value-for-money audits, and/or performance measurement projects.
  • Experience with evaluation methods, logic models, performance frameworks, and outcome measurement.
  • Strong consulting acumen, including proposal development, stakeholder engagement, and client relationship management.
  • Exceptional communication skills – written, verbal, and presentation – with experience reporting to senior leadership.
  • Project and team management expertise, with a proven ability to lead complex, multi-stakeholder projects.
  • Eligible for Government of Canada security clearance.
  • Bilingualism (French and English) is considered an asset.

    The expected range of compensation for this role is $123,000 - $153,000 per annum.
