Job Description:

Job Purpose:

This position provides enterprise-level strategic leadership for the Programme Quality Assurance (PQA) function, overseeing Design, Monitoring, Evaluation, Accountability, Learning, and Research across World Vision Bangladesh. The role leads the design quality, monitoring, evaluation, accountability, learning, and research components of the Integrated Programme Framework (IPF) and Sponsorship Operations Plan (SoP), ensuring full alignment with partnership standards, donor compliance requirements, and national strategy. The position strengthens organizational systems, processes, and staff capacity to design, implement, and evaluate high-impact programmes, promotes robust community accountability, and drives evidence-based decision-making. It provides overall quality assurance oversight for all grants and sponsorship-funded projects, ensuring integrity, consistency, and credibility of programme evidence and results.

The role leads the implementation of the Programme Accountability Framework, ensuring compliance with accountability standards and fostering a culture of transparency, learning, and continuous improvement. It also champions knowledge management, innovation, and research by facilitating systematic knowledge generation, documentation, and sharing through organizational business processes and digital systems.

In addition, the position provides strategic oversight of all PNS and Grants M&E systems, offering technical guidance to ensure donor-compliant design, implementation, and reporting. The role is responsible for strengthening institutional DMEAL capacity by developing and implementing competency-based capacity assessment tools in line with Monitoring System Strengthening (MSS) guidelines and M&E Core Competency frameworks, enabling targeted training, coaching, and supportive supervision to address skills gaps across the organization.

Key Responsibilities: 

  • Provide strategic leadership for Programme Quality Assurance (PQA), ensuring alignment with WV Partnership standards and national strategy.

  • Oversee design, monitoring, evaluation, accountability, and learning (DMEAL) systems under the Integrated Programme Framework (IPF).

  • Build and lead a high-performing PQA team, fostering collaboration with technical sectors and mainstreaming cross-cutting themes (Gender, Protection, Disability, etc.).

  • Ensure evidence-based decision-making through robust M&E systems and data-driven insights for program improvement and impact measurement.

  • Drive knowledge management, research, and innovation initiatives, ensuring timely dissemination and organizational learning.

  • Strengthen staff capacity through competency-based assessments, tailored training, and mentoring on PQA frameworks.

  • Promote community accountability and compliance with donor standards across all programs and projects.

End Results:

  • Strategic technical support and collaboration ensure effective implementation of IPF, and Sponsorship Operations in Programme (SoP) Community Engagement, with quality reviews and redesigns of Area Program (AP) plans as needed.

  • National initiatives and system enhancements are implemented on time, with actionable feedback provided to the Cluster Offices (COs) and Bangladesh Refugee Crisis Response (BRCR) for continuous improvement of tools, guidelines, and processes.

  • Provide strategic DMEAL leadership in fragile, humanitarian, and emergency contexts, ensuring adaptive monitoring and real-time learning

  • All Monitoring & Evaluation (M&E) systems and technologies are fully functional and utilized at every operational level.

  • A skilled pool of PQA Managers and PQA Specialists staff is developed, capable of conducting baselines and evaluations using mobile technology for efficiency and accuracy.

  • Child Well-Being (CWB) and other required reports are submitted to SAPO/Global Center on time, meeting the highest quality standards.

  • Knowledge management, research, innovation, and learning practices are institutionalized, fostering a collaborative culture that drives organizational improvement.

  • Full compliance with the Program Accountability Framework is achieved across all programs and operational levels.

  • All donor-driven projects have M&E systems developed in alignment with standard guidelines, ensuring consistency and compliance from concept to design stage.

  • Technical advice and coordination with PNS/Grants project (including brcr) teams lead to measurable improvements in project quality and informed decision-making.

  • Annual grant project visits are conducted to track progress against targets, verify quality assurance, and identify staff capacity-building needs.

  • Strengths and gaps in data collection and management systems are systematically assessed, with practical solutions proposed and implemented for continuous improvement.

  • Provide strategic oversight and technical leadership for urban programme monitoring, including Urban Ministry Model (UMM), context monitoring, and other urban-specific DMEAL approaches, ensuring contextual relevance, methodological rigor, and integration within IPF and SoP frameworks.

  • A complete set of Key Performance Indicators (KPIs) is aligned with OIOS or developed, including clear definitions, measurement tools, and tracking mechanisms, and these are consistently monitored throughout the Area Program (AP)/ Projects lifecycle.

  • Field Program Quality Specialists receive technical guidance and support to design, revise, and implement robust tools and data collection procedures at AP level (e.g., Area Program Plan, performance tracking matrices, indicator reference sheets, data flow charts, and updated M&E manuals/protocols).

  • Existing Management Information Systems (MIS) are reviewed and optimized, with recommendations for enhancements or resource allocation to improve efficiency and data integrity.

  • Regular field visits are conducted to validate data quality, verify reported results, and ensure compliance with organizational standards, leading to improved accuracy and reliability of program reporting.

  • Continuous feedback loops are established to strengthen adaptive management, enabling timely adjustments to tools, processes, and strategies based on field realities and performance insights.

  • Capacity-building initiatives are informed by identified gaps during reviews and visits, resulting in stronger technical competencies among program and M&E staff.

  • Ensure ethical standards, data protection, and responsible use of data across all DMEAL and research activities, in line with organizational and donor requirements.

  • Strengthen data governance frameworks to ensure data quality, security, interoperability, and compliance.

  • Ensure community accountability and feedback mechanisms are inclusive, accessible, and effectively linked to safeguarding, protection, and programme adaptation processes.

  • Develop Organizational Knowledge Repository capturing best practices, success stories, and lessons learned at the national level.

  • Establish a mechanism to identify, document, and validate best practices from Area Programs and technical sectors.

  • Facilitate scaling up and replication of proven practices in collaboration with Field Operations Program Managers.

  • Drive organizational learning by contributing to annual learning reviews, after-action reviews, and program evaluations, and integrate findings into strategy updates and operational guidelines.

  • Oversee the effective use of digital platforms (e.g., SharePoint, WV Knowledge Center) for storing and disseminating resources, ensuring accessibility and active engagement of staff.

  • Promote external dissemination of evidence, learning, and research through policy forums, sector platforms, and publications to enhance organizational influence and credibility

  • Ensure timely submission of internal and external reports aligned with organizational standards and donor requirements.

  • Facilitate clear and consistent communication of program performance, success stories, and key learnings to stakeholders, fostering transparency and strengthening organizational credibility.

  • Support Grants Managers in reviewing (sample basis) donor reports to ensure high quality reports are submitted on time for this grant/program.

  • Develop a national level dashboard and communicate with relevant department/authority

  • Strengthening strategic partnerships and networks with government agencies, UN bodies, INGOs, local NGOs, and other stakeholders to advance organizational priorities and program quality.

  • Represent World Vision in national and regional forums, working groups, and coalitions to influence policy and share best practices.

  • Facilitate collaborative initiatives that promote knowledge exchange, resource mobilization, and joint advocacy efforts, ensuring alignment with organizational strategy and values.

  • Provide strategic leadership to Monitoring & Evaluation Managers/ Specialists at national and ACO levels, clearly delineating responsibilities by Area Programs (APs) and projects.

  • Ensure technical and operational skills are effectively applied and that monitoring and evaluation processes are timely, efficient, and impactful.

  • Identify capacity gaps within the PQA team and collaborate with internal stakeholders (Operations, People & Culture, SAPO, Global Centre) to design and implement targeted training programs that strengthen technical competencies.

  • Drive the development and enhancement of comprehensive and effective National Office (NO) program monitoring systems through robust quality assurance processes and capacity-building initiatives.

  • Provide ongoing coaching, training, and mentoring to MEAL team members to strengthen technical capacity, foster knowledge exchange within and beyond the team, and support professional development in collaboration with other departments.

Required Education, training, license, registration, and/or Certification:

Master’s degree in Development Studies, Social Sciences, Public Administration, Monitoring & Evaluation, or a related field.

Required Professional Experience:

Minimum 8–10 years of progressive experience in program quality assurance, monitoring & evaluation, knowledge management, and learning within the development or humanitarian sector, including at least 3 years in a senior leadership role.

Technical Expertise: Strong understanding of program design, evidence-based decision-making, data analysis, and quality assurance frameworks.

Required travel and/or work environment accommodations:

The position requires regular travel to Area Programs and Coordination Offices (approximately 25% of time) and occasional international trips for learning and coordination. The role involves working in both office and field environments, including remote or resource-constrained settings, with flexibility to adapt to diverse cultural and operational contexts.

 

Preferred Experience, Knowledge and/or other Qualifications:

Skills: Excellent leadership, strategic thinking, and team management skills; proven ability to build capacity and foster a culture of learning and innovation.

Communication: Exceptional written and verbal communication skills with the ability to engage diverse stakeholders and represent the organization in external forums.

Other: Familiarity with donor compliance requirements, digital knowledge management platforms, and global development standards.

Expertise in Monitoring, Evaluation, Accountability, and Learning frameworks, including digital data collection tools (e.g., ODK, Kobo).

Experience in cascading organizational strategies and leading change initiatives across multiple teams.

Ability to design and implement knowledge-sharing platforms and foster innovation for program improvement.

Proven experience in building and maintaining strategic partnerships with government, UN agencies, INGOs, and local NGOs.

Understanding of policy influence processes and ability to integrate evidence into advocacy strategies.

Skilled in using digital collaboration tools (SharePoint, MS Teams) and data visualization software.

 

Certifications (Preferred): MEAL Certification, or Project Management Professional (PMP).
