Senior Manager - Procure-to-Pay

At RELX, the Senior Manager of Procure-to-Pay (P2P) plays a pivotal role in leading global procurement and accounts payable operations. This role functions at a director-level capacity, driving strategic sourcing, process transformation, and AI-enabled automation across the enterprise. The ideal candidate will be a change agent with deep expertise in procurement, supplier management, and digital finance operations of accounts payable while ensuring alignment across diverse business units and geographies.

Key Responsibilities

  • Strategic Procurement Leadership: Lead global sourcing initiatives across indirect categories, ensuring cost optimization and supplier performance.

  • AI-Driven Process Innovation: Champion the use of AI and machine learning to automate invoice processing, enhance spend analytics, and improve supplier risk profiling.

  • Technology Enablement: Oversee P2P platform enhancements (Oracle Fusion) integrating intelligent automation and predictive analytics.

  • Vendor Management: Manage strategic supplier relationships, supplier registration ensuring proper due diligence and compliance frameworks are put in place.

  • Cross-Functional Collaboration: Partner with Finance, Legal, IT, and business units to help ensure that the end-to-end process streams would be supported and are working efficiently and effectively.

  • Governance & Compliance: Ensure adherence to RELX’s procurement policies, SOX controls, and ESG standards.

  • Performance Monitoring: Ensure strategic and operational metrics (e.g., cycle time, cost savings, compliance rates) are tracked, analyzed, and met consistently.

  • Monthly Governance: Lead monthly governance forums with key stakeholders to review performance, resolve escalations, and align on priorities.

  • Business Harmonization: Drive harmonization of P2P processes across RELX’s diverse business segments, ensuring consistency, scalability, and best practices.

  • Global Tax Awareness: Collaborate with tax teams to ensure P2P processes support accurate tax treatment, reporting, and compliance across jurisdictions.

  • Global Collaboration: Work effectively across cultures and time zones, fostering inclusive communication and alignment with regional teams.

  • Stakeholder Engagement: Build and maintain strong relationships with internal and external stakeholders, ensuring transparency, responsiveness, and alignment with business needs.

  • Team Development: Lead and mentor a high-performing team, fostering a culture of innovation, accountability, and continuous improvement.

Key Competencies:

Driving Proactive Continuous Improvement

  • Agree and document SLAs for services performed by and received by the Philippine team. 

  • Ensure Key Performance Indicators (KPIs) for the site are clearly defined, achieved and measured regularly. 

  • Ensure the provision of timely, accurate and complete reporting on performance to Finance and on shore process teams. 

  • Develop an external network with other Finance Operations in the region gain benchmarking and best practices insights to measure and improve operations.

  • Stay updated with industry trends, regulations, and best practices in transactional finance.

 

People Management & Leadership

  • Manage a team of finance professionals, providing guidance, coaching, and performance feedback.

  • Role model a leadership style which is inclusive, proactive, respectful, and results driven. 

  • Lead a large, diverse team to deliver a high-performing organization.

  • Measure and manage the workforce to cultivate a customer service focus and culture.

  • Ensure that the people are appropriately skilled, trained and developed.

  • Monitor and manage performance against objectives for all direct reports and ensure this

  • is done across the team.

 

Implementation and Operations

  • Identify, plan, and lead all aspects of the transition from existing processes/teams. 

  • Ensure service delivery quality for in-scope processes during transition and through stabilization period and ultimately on moving to BAU.

  • Establish a well-performing operation which meets the Service Level Agreements (SLAs) and quality standards.

  • Proactively manage potential risks to service delivery and performance, i.e. early identification of root causes for issues and taking corrective actions to remediate/solve.

  • Drive future productivity improvements to achieve efficiency and effectiveness targets year over year.

 

Technical Standards and Policies

  • Ensure effective application and compliance with Reed Elsevier (RE) standards and policies.

  • Ensure policies, processes and operating procedures are complied with in-line with standards.

  • Liaise with auditors as required.

  • Ensure all people maintain appropriate standards of technical and process competence.

Qualifications

  • Bachelor’s degree holder in Business, Finance, Supply Chain, or related field (MBA preferred)

  • 10+ years of experience in procurement or finance operations, with 5+ years in a leadership role

  • Expertise in P2P systems and AI-enabled tools (e.g., RPA, IDP, spend analytics platforms)

  • Strong stakeholder engagement and negotiation skills

  • Excellent leadership and people management skills, with the ability to motivate and develop a high-performing team.

  • In-depth understanding of financial regulations, compliance requirements, and industry standards.

  • Exceptional analytical and problem-solving abilities, with a keen eye for detail.

  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.

  • Strong organizational and time management skills, with the ability to prioritize and meet deadlines in a fast-paced environment.
