We have an excellent opportunity for a Non-Product Sourcing Manager/Senior Manager - Contingent Labour (CL), Professional services (PS) & Process (APAC Regions) to join our team. The successful applicant will support CL, PS for APAC with both categories contributed to overall APAC Non Product spend of ~$400Mil. In addition, the SM is also responsible to support business process at international level that include both EMEA and APAC. In this role the Corporate Non-Product Sourcing Manager or Senior Manager supports the International (EMEA & APAC Regions) Non-Product Sourcing Director and the Associate Director for APAC but also the RTX Corporate Global Category Leader for Contingent Labor (CL) + Professional Services (PS) on the CL & PS Categories at the APAC level. The Non-Product Sourcing Manager/Senior Manager also supports a cross-functional, multiple business unit team (Pratt & Whitney, Collins Aerospace & Raytheon) in all aspects of the RTX Corporate Non-Product Sourcing strategy in leveraging Non-Product Sourcing spend at the APAC level.

In this APAC role the top 5 APAC countries/markets with Singapore, India, Philippines, China & New Zealand represent 90% of the total Non-Product Sourcing  spend. This role has a solid-line report to the International Corporate Non-Product Sourcing Director who is based in Europe and a dotted-line report to the Global Category Leader on Contingent Labor & Professional Services who is based in the US.

What you will do:

Core responsibilities include Regional Non-Product Sourcing Category responsibilities, spend analytics, development and execution of annual Sourcing strategies (Global strategy roll outs & Regional Strategies), supplier negotiations (Global, Regional or Country), supplier performance management & operational support. Transactional activities are excluded from this Corporate Strategic Sourcing position. 

Category responsibility for Contingent Labor is focused on Agency Staff, Leased Labor & Statement of Work across the APAC Region, and Category responsibility for Professional Services is focused on BPO, Consulting, Financial Services, Audit & Tax, Quality etc.

On top of those 2 CL & PS Categories, this role will spend a significant part of the time (30 to 40% of the time) on Process such as Spend analytics tool and spend analysis, ARIBA CLM (Contract Life Management) and multiple other internal Compliance processes. The Process responsibility will even apply at the APAC & EMEA levels for supporting the whole International RTX Corporate OSC Non-Product Sourcing Team.

Contingent Labor & Professional Services Categories in the APAC Region represent roughly $50M of spend per annum. At the global level, Contingent Labor & Professional Services Categories represent almost $3 Billion p.a.

Utilise the RTX Operation & Supply Chain standard works (i.e. CORE methodology) & tools (i.e. ARIBA), collaborative sourcing systems & joint supplier selection process while supporting the regional business unit teams to ensure robust participation.  

Support the International Non-Product Sourcing Director in leading frequent regional meetings (International cluster, APAC Region, Asian Countries & Category Sourcing Councils), project development, negotiation and project execution are key deliverables.

Lead and coordinate across all Non-Product Categories (with the support of the other Regional Category Leaders and the International NP Sourcing Director) a given Country Non-Product Sourcing Council in his/her country of living or in another key APAC country/market. In that specific role, India Sourcing Council would apply.

Support the International Non-Product Sourcing Director and his International team in leading the development of clear Regional Non-Product Category strategy for Contingent Labor & Professional Services in close cooperation with the Global CL & PS Category Teams, including the development and execution of Savings within those managed categories.

Represent the APAC Region in the Contingent Labor & Professional Services Global Category Councils for supporting Global Strategies (including the APAC/International dimension) but also for developing Regional Contingent Labor & Professional Services strategies where it makes sense.

Benchmark North America, Europe & Asia Contingent Labor & Professional Services markets to identify best-in-class partners to work with on a long-term manner and leverage best Category practices.

Maintain knowledge of emerging technologies and business trends in his/her Categories and incorporate these trends, when appropriate, into the Contingent Labor & Professional Services Category’s strategic plans. 

Facilitate collaboration in APAC for leveraging the OneRTX scale & breadth.

Support integration and harmonization processes at RTX for leveraging the One Company spend to find synergies and opportunities across the RTX Business Units (Collins Aerospace, Pratt & Whitney, Raytheon but also Corporate).

Support the Contract Management process in his/her categories and the Contract roll out across his/her region.

Reporting Line:

Strong-line report to the RTX Corporate International (APAC & EMEA) Non-Product Sourcing Director & Dotted-line report to the Global Category Leader for Contingent Labor & Professional Services.

Non-Product Procurement Scope:

Contingent Labor encompassing Agency Staff, Leased Labor & Statement of Work across the EMEA & APAC Regions.

Professional Services encompassing BPO, Consulting, Financial Services, Audit & Tax, Quality etc.

Qualifications / Experience you must have:

MA/MS degree with 15+years of experience on significant relevant Procurement / Sourcing experience in Non-Product/Indirect (preferred) and Procurement/Sourcing (valued).

Proven ability to work in English (required), other languages such as Hindi, other Indian languages (i.e.: Dravidian), Mandarin Chinese would be useful.

Deep expertise in the Contingent Labor & Professional Categories.

Proven ability to exercise independent business judgement to drive strategies and results.

Proven ability to work with a Global & Regional team to achieve results through leadership & influence. 

Ability to excel in a dynamic environment, and to lead analysis and resolution of complex problems where success requires the evaluation of both tangible and intangible variables.

Strong ability to work across different Industries such as Aerospace, Defense & Space.

Very strong communication skills are required in this position.
