JOB SUMMARY

The Senior Manager, Global Franchise Billing provides strategic and operational leadership for Choice Hotels’ global franchise billing function, overseeing invoice processing exceeding $1B annually. This role is accountable for the accuracy, integrity, scalability, and compliance of all franchise-related billing activities across domestic and international portfolios, including royalties, marketing and loyalty assessments, commissions, reservation fees, and other contractual revenue streams.
 
Operating at a senior management level, this leader sets global billing strategy, establishes governance and controls, and drives enterprise-scale process modernization and automation. The role partners closely with Finance, Technology, Legal, Franchise Operations, and Brand leadership to ensure billing operations support financial performance, regulatory compliance, SOX requirements, and positive franchisee relationships. The position leads and develops a high-performing global team and serves as the senior escalation point for complex billing matters, balancing financial stewardship with franchisee experience.
 

KEY RESPONSIBILITIES

Global Billing Strategy & Financial Performance

  • Own end-to-end global franchise billing operations, ensuring accurate, timely, and compliant invoicing across all brands and regions.
  • Oversee billing for royalties, marketing and loyalty assessments, commissions, reservation fees, and other contractual revenue streams.
  • Establish, monitor, and report on key performance indicators (KPIs) including billing accuracy, dispute rates, processing cycle times, and revenue leakage.
  • Partner with Accounting to ensure proper revenue recognition, accruals, reconciliations, audit readiness, and SOX compliance.
  • Identify and mitigate operational and financial risks impacting billing integrity or revenue realization.
  • Analyze billing data trends to identify root causes of discrepancies and implement corrective actions.
     

Strategic & Governance Leadership

  • Provide enterprise-wide leadership for global franchise billing operations aligned with financial objectives and contractual requirements.
  • Own billing policies, governance frameworks, and internal controls to ensure consistency and compliance across domestic and international portfolios.
  • Serve as a subject matter expert on franchise fee structures and contract-based revenue models.
  • Drive structural improvements that enhance financial integrity, scalability, and transparency.
  • Influence senior Finance and cross-functional leaders to optimize billing performance and outcomes.
     

People Leadership & Talent Development

  • Lead, develop, and scale a high-performing global billing organization with clear accountability and performance standards.
  • Manage workforce planning, hiring, onboarding, performance management, and succession planning.
  • Foster a culture of operational rigor, collaboration, continuous improvement, and customer focus.
  • Coach and develop leaders and professional staff to drive engagement, accountability, and growth.
     

Cross-Functional Partnership & Franchisee Experience

  • Serve as the senior escalation point for complex or high-impact franchise billing issues.
  • Partner with Franchise Operations, Legal, Accounting, International Finance, Marketing, Reservations, Technology, and Brand teams to resolve contractual interpretation issues and disputes.
  • Support franchisee communications related to billing changes, policy updates, and portal enhancements.
  • Balance strong financial controls with maintaining trusted franchise relationships.
     

Process Improvement, Systems & Innovation

  • Drive continuous improvement initiatives across global billing workflows to enhance efficiency, accuracy, and scalability.
  • Lead automation, system modernization, and implementation of system-driven controls to reduce manual effort and errors.
  • Conduct root-cause analysis of billing disputes and implement sustainable, structural solutions.
  • Establish standardized global processes while accommodating regional, regulatory, and contractual differences.
  • Ensure robust documentation, controls, and audit support across all billing processes.
     

Reporting & Executive Support

  • Prepare and present monthly and quarterly executive-level reporting on billing performance, dispute trends, risk exposure, and transformation initiatives.
  • Provide strategic insights and actionable recommendations to Finance and executive leadership.
  • Support special projects and enterprise initiatives impacting revenue operations.
     

QUALIFICATIONS
 

Required Experience

  • 8–10+ years of progressive experience in billing operations, revenue operations, accounts receivable, or financial operations within a multi-unit, franchise, or contract-based environment.
  • 5+ years of direct people leadership experience managing managers and/or professional-level staff.
  • Demonstrated experience leading enterprise-scale system implementations or transformation initiatives.
  • Experience in hospitality, franchising, or similar contract-driven revenue models strongly preferred.
     

Technical & Professional Skills

  • Strong knowledge of franchise billing structures, contractual fee models, and revenue recognition principles.
  • Experience with enterprise billing platforms, ERP systems (Oracle Fusion preferred), and franchise or customer portals.
  • Advanced analytical skills with strong Excel proficiency (e.g., Power Query, Power Pivot, complex financial modeling).
  • Experience with business requirements documentation, gap analysis, testing protocols, and internal control design.
  • Proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook).

  • Proven ability to influence senior, cross-functional stakeholders without direct authority.
  • Strong change management and transformation leadership capabilities.
  • Excellent written and verbal communication skills, including executive-level presentations.

  • Ability to balance financial rigor with franchisee experience and relationship management.
     

EDUCATION

  • Bachelor’s degree in Finance, Accounting, Business, or a related field or an equivalent combination of education and relevant work experience required.
  • Experience in franchising, hospitality, or multi-unit environments preferred.

WORK LOCATION:
This position is based at Choice Hotels’ Pike & Rose headquarters in North Bethesda, Maryland. The selected candidate must be able to commit to this location requirement and adhere to the company’s hybrid work schedule, which consists of four days onsite and one day remote per week.

NOTE:

Salary Range 

The salary range for this position is $142,000 to $152,000 annually. In addition to the annual salary, this role is eligible for an annual bonus based on the terms of Choice's Management Incentive Plan (MIP). 
 

The pay range listed is for this position and is what Choice Hotels reasonably expects to pay. We may ultimately pay more or less than the posted range, and the range may be modified in the future.
