Job Summary: As a Senior Management and Program Analyst, you will provide analysis and advice on statistics, budget formulation and execution, and the design, performance and program administration. This position is in the Chartering, Organization and Structure (CO&S) business unit within the following locations: Chicago, Illinois Dallas, Texas Denver, Colorado New York, New York Washington, DC Alternate Location Arrangement (ALA) option available. Major Duties:

  • As a Senior Management and Program Analyst, you will: Provide a variety of activity and program functions for CO&S' Senior Deputy Comptroller, Deputy Comptrollers, and Directors. Assists in formulating policies and procedures, evaluating their effectiveness, and implementing changes, as needed, to ensure that program goals and objectives are met. Perform special research projects for management developing corporate activity functions, documenting, and reporting metrics and progress for those activities, and providing program analysis that requires current, expert knowledge of OCC and CO&S policies, practices, and procedures. Represent CO&S leadership, when necessary, at OCC committees, meetings, with other OCC officials, and external parties on policy and operational matters. Serve as principal budget contact and liaison for the business unit assisting in formulating, implementing, and executing the program plan and budget. Provide advice and options to leadership, ensuring funds control, in alignment with the Senior Deputy Comptroller's budget strategy. Lead business requirements, backlog prioritization, and release planning for the Central Application Tracking System (CATS). Lead functional test teams for new functionality and defect corrections. Plan user acceptance testing and recommends release readiness for business functionality. Responsible for ensuring the system's production performance aligns with program objectives and results. Serve a technical lead analyzing business problems, recommending solutions, and assisting with the integration into existing or new systems. Lead contract support responsibilities (including budgeting) for CO&S-related operations, program management, and support.

Qualifications: You must meet the following requirements within 30 of the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level. Examples of specialized experience for this position include: Performing management and program analysis in support of organizational operations, including serving as a point of contact for analytics, systems, data integrity, and program administration. AND Applying analytical methods to evaluate program performance, interpret statistical data, and develop recommendations. AND Overseeing or maintaining enterprise systems such as the Central Application Tracking System (CATS) or comparable application tracking systems. AND Supporting budget formulation and execution activities, including tracking expenditures, assisting with financial analysis, and providing input to resource planning. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
