Senior Inter-Agency Coordination Assistant

Organizational Setting and Work Relationships
The Senior Inter-Agency Coordination Assistant normally reports to a higher grade local or international Inter-Agency position. The incumbent will provide administrative and organisational support to the Inter-Agency Unit and will liaise with other UN Agencies, NGOs and other partners of UNHCR as well as other units in the operation as necessary. S/he may be tasked to draft meeting minutes and reports.

Duties
- Provide secretarial support to the Inter-Agency unit and sector working groups, including drafting and reviewing meeting minutes, keeping recipients' list updated, drafting support materials for meetings, organize and provide logistic support including transportation and translation support, disseminate relevant information to an external audience, etc.
- Support the sector coordinators in drafting guidelines, strategies and other documents.
- Participate in relevant meetings or events at national level as requested and provide relevant verbal and written feedback on issues of relevance for inter-agency and inter-sector processes.
- Liaise with partners as requested.
- Participate in field level meetings as required and update the sector coordinator on discussions and relevant developments.
- Support the Inter-Agency Coordinators in ensuring good communication between the working groups in the field and the national working groups through regular contacts with the field.
- Support the coordinators in mapping and other exercises, in cooperation with the information management colleagues.
- Liaise with the information management colleagues for sector updates, checking consistency, providing documents to be posted etc.
- Support the sector coordinators in the review and extraction of the reporting of sector partners on activity info.
- Translate relevant documents, articles, legal texts as required.
- Support other Inter-Agency functions, including: collecting and disseminating weekly schedules and work plans, organize and maintain IA calendar and other coordination tools, support outreach to partners on issues such as financial tracking, follow up with field offices on weekly distribution schedules and attend IA meetings and/or specific working groups where relevant (including minute taking), etc.
- Draft reports for clearance by the supervisor.
- Organise coordination meetings.
- Gather and analyse information from UNHCR, partners and media.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

The Senior Inter-Agency Coordination Assistant is a member of the Inter-Agency Coordination Unit (IACU) and normally reports to a higher grade local or international Inter-Agency Coordination Officer. The incumbent will provide administrative and organisational support to the IACU, participate in all meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work. The incumbent will liaise with other UN Agencies, NGOs and other partners of UNHCR as well as other units in the operation as necessary.

Duties

- Provide administrative and organisational support to the IACU, 3RP sector working groups, and other relevant coordination platforms by performing a wide range of tasks, including ensuring smooth logistical preparation for meetings, drafting and reviewing meeting minutes, preparing support materials, organising and providing logistical arrangements such as transportation and when needed, translation support for workshops and events, disseminating relevant information to an external audience, establishing written and when necessary, verbal communication with members, and maintaining up-to-date contact and distribution lists.

- Support the sector coordinators in coordination processes, including drafting strategies and other key documents, and timely contribution to national and regional processes.

- Participate in relevant internal and external meetings or events at the national level, share key points on behalf of the unit when requested, and provide relevant verbal and written feedback to the unit on issues related to inter-agency and inter-sector processes.

- Participate in field-level meetings as required and update the unit on discussions and relevant developments.

- Support coordinators in ensuring effective communication between the working groups in the field and the national working groups through regular contacts with the field.

- Liaise with the Data, Identity Management and Analysis (DIMA) on sector updates, support collaboration between IACU and DIMA, contribute to consistency across sectors and processes, and perform related tasks, including updates to the UNHCR Data Portal.

- Support the coordinators in mapping and other exercises, in cooperation with DIMA within the scope of information management.

- Translate, analyse, and summarize documents, articles, and legal texts as required.

- Consolidate and analyse information from UNHCR, partners, and relevant external sources to inform coordination processes.

- Support other Inter-Agency functions, including maintaining coordination tools and calendars, tracking and following up on key action points with field offices and partners, and contributing to overall coherence and timely functioning of inter-agency coordination processes.

Nature of Position:

The Senior Inter-Agency Coordination Assistant will be based in the UNHCR Türkiye Country Office in Ankara, which leads and coordinates the inter-agency refugee response at the national level. The office works closely with central government counterparts, including relevant line ministries and national institutions, as well as UN agencies, international and national NGOs, development actors, donors, and other key stakeholders.

Ankara, as the administrative and political capital, provides an operational environment where strategic engagement, policy dialogue, and inter-sectoral coordination are central to advancing protection and solutions for refugees and asylum-seekers in Türkiye.

Türkiye hosts one of the largest refugee populations globally, and the response is coordinated through comprehensive inter-agency frameworks, including the Regional Refugee and Resilience Plan (3RP) and other national coordination platforms.

In this complex and evolving context, strong coordination mechanisms are essential to ensure complementarity between humanitarian and development interventions, promote coherence across sectors, and support evidence-based planning and prioritization.

Within this context, the incumbent will support the effective functioning of inter-agency and sectoral coordination mechanisms by facilitating communication among partners, organizing meetings and consultations, and contributing to the preparation of coordination products, including reports, briefing notes, and presentations. S/he will assist in tracking action points, ensuring follow-up with partners, and promoting coherence and complementarity across sectors and actors.

Working in close collaboration with UN agencies, NGOs, and government counterparts, the incumbent will support strengthened linkages between humanitarian and development responses and contribute to alignment between national-level coordination and field-level implementation.

The Senior Inter-Agency Coordination Assistant will report to the Senior Inter-Agency Coordination Officer and collaborate closely with relevant units within the Country Office and field operations.

Living and Working Conditions:

Ankara is the capital city of Türkiye and has a modern, developed infrastructure with sufficient availability of education, health, transportation, and other public services. Various types of accommodation are on offer in the housing market. It has a continental climate with cold, snowy winters due to its elevation and inland location, and hot, dry summers. Rainfall occurs mostly during the spring and fall. The general security situation in Ankara remains calm and stable. There have been no serious security incidents recorded in Ankara since 2016. UNHCR security management is guided by the UN Common Security Management System, and security advisories are shared with staff as and when required.
