Senior Intelligence Analyst

Under the direction of the Manager Intel, the Sr Intelligence Analyst supports intelligence operations while conducting quantitative and qualitative analysis and assessments of existing and emerging security-related risks to the Tribe and Enterprise. In a lead analyst role, the Senior Intelligence Analyst overseas day-to-day taskings assigned to intelligence analysts while providing peer reviews of tactical and strategic analytical products prior to dissemination. To deliver actionable intelligence to decision makers, this role will focus on areas of concentration that include patterns of potential criminal activity, threats of workplace violence, potential malicious insider activity, suspicious activity, public health matters, entertainment threats, emergency management, fire, and Tribal safety and security.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.  Conducts threat analysis, produces assessments, and delivers actionable intelligence to the Tribal Community and Enterprise leaders. Represents the department publicly and serves as a key representative to internal customers, vendors, and visiting patrons.
2.  Produce well-written tactical and strategic analytical products, provide peer reviews to intelligence analysts for growth and development opportunities, and present analytical findings and recommendations to Tribal and Security-related decision makers when requested.
3.  Responsible for threat monitoring, research, complex analysis, and data collection from numerous tools and resources. Provide training to team members and draft and/or contribute to department standard operating procedures to document analytical standards and best practices.
4.  Assigns and evaluates work of analytical personnel and supports program initiatives to advance the Intelligence Division’s mission. Organizational qualities to include time management, goal setting, and attention to detail are a priority.
5.  Serves on law enforcement/private sector committees and working groups as assigned focusing on terrorism liaison, physical security, asset protection, workplace violence prevention and current crime trends.
6.  Develops and implements models to identify existing and emerging security risks; defines metrics that influence risk mitigation decisions.
7.  Performs other duties as assigned to support the efficient operation of the department.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelor’s Degree from an accredited institution in Crime and Intelligence or related field is required; an advanced certificate in Intelligence Analysis or related discipline may be considered.

  • Minimum of five (5) years’ recent experience in the military, public, or private sector security or intelligence related position is required.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Must have excellent written and verbal communication.

  • Knowledge of the security industry and developed relationships with a variety of security professionals is highly desired.

  • Must also maintain a strict level of confidentiality and act in a manner consistent with all legal and regulatory requirements and in compliance with relevant laws and regulations.

  • Must possess the ability to understand, apply, and ensure compliance with established professional standards, directives, approved procedures and policies, applicable federal and state regulations along with tribal ordinances and all Tribal gaming related regulations.

  • Experience in corporate risk intelligence is preferred. Previous corporate risk intelligence experience is preferred.

  • Verifiable experience in conducting security threat analysis, assessment, and mitigation is required. This can be based on public sector, law enforcement, or corporate security experience.

  • Verifiable experience in drafting policies and procedures for an organization. is preferred.

  • Knowledge of the security industry and developed relationships with a variety of security professionals is highly desired.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

  • Driving Responsibilities: Role requires regular commuting between locations. A valid driver's license and vehicle insurance with minimum liability limits is required. Role will not operate or drive Tribe-owned vehicles or patron vehicles.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT

  • Primary work environment is in a climate-controlled office setting.

  • Work requires travel to attend meetings, trade shows, and conferences.

  • Incumbents may be required to work evening, weekend and holiday shifts.

  • Must be able to work in a fast-paced, high-demand environment.

  • Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.

  • Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

  • Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.

  • Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.

  • Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.

  • Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.

  • Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.

  • Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.

  • The employee may be exposed to fumes or airborne particles including secondhand smoke.
