Job Description:

Parsons are seeking an experienced Senior HSE Coordinator - Airfield to support and oversee Health, Safety, and Environmental (HSE) activities for a Runway / Airfield / Airport project.

The role is responsible for ensuring compliance with project HSE requirements, applicable regulations, and international aviation safety standards. The ideal candidate will have strong site experience, proactive safety leadership skills, and the ability to coordinate effectively with project teams, contractors, and stakeholders to maintain a safe working environment.

The Senior HSE Coordinator plays a key role in ensuring safe, compliant, and environmentally responsible execution of Runway / Airfield / Airport construction activities. This position requires hands-on site involvement, strong knowledge of HSE practices, and the ability to promote a positive safety culture while supporting project delivery objectives.

What You’ll Be Doing;

  • Implement and monitor the Project HSE Plan in line with company policies, local regulations, and aviation authority requirements (DGCA / ICAO / FAA as applicable).
  • Ensure compliance with statutory HSE regulations, client requirements, and contractual obligations.
  • Conduct regular site inspections to identify unsafe acts, unsafe conditions, and environmental risks.
  • Monitor day-to-day construction activities related to runway, taxiway, apron, and airside works to ensure safe execution.
  • Ensure proper use of PPE and adherence to approved method statements and risk assessments.
  • Coordinate safe work practices for high-risk activities such as asphalt paving, concrete works, heavy lifting, night works, and airside operations.
  • Assist in the preparation and review of Risk Assessments, Job Safety Analysis (JSA), and Method Statements.
  • Identify potential hazards and ensure effective control measures are implemented.
  • Participate in task risk assessments and toolbox talks before commencement of critical activities.
  • Report, record, and investigate incidents, near misses, and unsafe conditions.
  • Prepare incident investigation reports and recommend corrective and preventive actions.
  • Monitor implementation and close-out of corrective actions.
  • Conduct HSE inductions for new employees, subcontractors, and visitors.
  • Deliver toolbox talks and safety awareness programs regularly.
  • Promote a strong safety culture across the project site through continuous engagement and communication.
  • Monitor environmental aspects such as waste management, dust control, noise, spill prevention, and environmental protection measures.
  • Ensure compliance with approved Environmental Management Plans.
  • Support initiatives to reduce environmental impact during construction activities.
  • Assist in internal HSE audits and inspections.
  • Coordinate with client, consultant, and regulatory authority representatives during site inspections.
  • Ensure timely closure of audit findings and non-conformances.
  • Maintain accurate HSE records, registers, permits, and inspection reports.
  • Prepare daily, weekly, and monthly HSE reports for submission to project management.
  • Track HSE performance indicators and support continuous improvement initiatives.
  • Work closely with Project Managers, Engineers, Supervisors, and subcontractors to integrate HSE requirements into daily operations.
  • Provide HSE advice and guidance to site teams to ensure safe execution of works.
  • Support emergency preparedness and response planning, including drills and simulations.

What Required Skills You’ll Bring;

  • Diploma or Bachelor’s degree in Occupational Health & Safety, Engineering, or a related field.
  • NEBOSH IGC or equivalent HSE certification is mandatory.
  • Minimum 5 years of experience in HSE roles within construction projects.
  • Proven experience in airport, airfield, runway, or large infrastructure projects is preferred.
  • Experience working with multiple contractors and large site teams.
  • Strong knowledge of HSE regulations, construction safety practices, and environmental controls.
  • Familiarity with aviation safety standards and airside safety requirements.
  • Ability to conduct site inspections, risk assessments, and incident investigations.
  • Good communication and coordination skills.
  • Proficient in preparing HSE reports and maintaining documentation.
  • Strong problem-solving skills and attention to detail.
  • Additional HSE certifications (IOSH, OSHA, ISO 45001 Internal Auditor).
  • Experience in runway paving, asphalt works, concrete works, and airside operations.
  • Knowledge of emergency response planning and crisis management.
  • Ability to work in a fast-paced, high-risk construction environment.
  • Strong leadership presence with a proactive safety mindset.
