Reporting to the HSE Manager and indirectly accountable to the Director of Operations, the Senior HSE Advisor will assist with providing HSE leadership, support, and recommendations to HSE personnel, field supervisors and workers to maintain compliance with Clark Builders, client and legislative requirements. This position is based out of the Edmonton office.

Duties & Responsibilities:
Project Specific:
- Participate in prequalification process for subcontractors and facilitate mitigation strategies and recommendations to Operations on the selection of trade partners.
- Advise the Project Management Team and trade partners in matters relating to the HSE program and applicable health, safety, and environment legislation and regulations.
- Oversee and assist in the development and implementation of the Project HSE Plan, Emergency Response Plan, and Construction Hazard Assessment prior to mobilization to site.
- Ensure revisions of the Project Specific HSE Plan, Emergency Response Plan, and Construction Hazard Assessment are completed as conditions change and as per Clark Builders’ Standards.
- Verify and validate the project is following the Project Specific HSE Plan standards contained through auditing and observation.
- Mentor project personnel in conducting effective Pre-Task Planner (PTP) and Job Hazard Assessments (JHA), and Constructions Hazard Assessments (CHA)
- Verify and validate the evaluation of Trade Partner’s project Hazard Assessments and planning documentation to determine the ability to achieve expected HSE performance.
- Verify that any corrective actions identified during inspections and investigations in their area of authority are implemented.
- Lead High Potential and High Actual Severity incident investigations as assigned by the HSE Manager, which includes corrective actions assignment and close out, and drafting Lessons Learned documents.
- Attends client progress meetings, Contractor Start-Up meetings, daily/weekly various safety meetings as needed.
Incident Reduction:
- Assist in stewardship and oversight of the successful implementation of Building LIFE
- Demonstrate competency in the Clark Builders Hazard Recognition & Control Program, conduct or participate in one formal inspection per project weekly at a minimum, incorporate Critical Control Assessments in field Safety reviews and advise the Project Superintendent of any noted deficiencies and actions.
- Conduct or participate in a formal inspection as well as a Critical Control Assessment on a weekly basis at a minimum, and advise the Project Superintendent of any noted deficiencies and actions.
- Evaluate HSE inspection reports to identify unsatisfactory performance trends.
- Assist in addressing deficient trends noted in reports for leading and lagging indicators.
- Provide support and recommendations with the incident investigation process.
- Help the HSE Manager ensure all HSE incidents are managed in accordance with the Clark Builders standard.
- Collaborate with the Injury Management Coordinator on proper management of injuries and Return to Work planning.
Team Development
- Retain and develop qualified HSE personnel in consultation with the HSE Manager.
- Mentor, train and assist HSE Advisors in implementing and maintaining HSE compliance, policies, and procedures.
- Ensure HSE participation in Committee, start-up, stand down and progress meetings. Contribute to the preparation of agendas, associated materials, and mitigation strategies.
- Perform other related duties as assigned by the HSE Manager.
Skills & Knowledge:
- Must demonstrate leadership qualities consistent with Clark Builders’ Core Values.
- Must have an advanced understanding of workplace health principles, industry best practices and standards, WCB Claims Management, Environmental and applicable Provincial Occupational Health and Safety Legislation.

- Must display a high level of autonomy to prioritize work tasks and deliver results.

- Can mentor and motivate others with a hands-on approach.
- Must have a valid drivers’ license.
Qualifications & Experience:
- Minimum 5+ years of field HSE experience in commercial (preferred) and/or industrial construction.
- Minimum NCSO designation (or equivalent) is required.
- Completion of, or progress toward, additional professional designations (e.g., CRSP, CSP, ASP) is required.
- Standard First Aid is required; Advanced First Aid or Emergency Medical Responder (EMR) certification is considered an asset.
- Proficiency in Microsoft Office Suite is required.
- Ability and willingness to travel frequently to support team members and project sites.
- Valid Class 5 driver’s licence is required; a company vehicle will be provided or mileage will be reimbursed
