The Functional Safety & Risk Assessment Lead serves as the organizational Risk Management expert, driving a risk-aware culture by integrating functional safety and HSE considerations into projects, operations, and equipment workflows.

Acting as a strategic advisor, the role aligns HSE practices with functional safety programs, ensuring compliant, embedded risk controls across design, execution, and maintenance.

The Functional Safety & Risk Assessment Lead role
reports to the Senior QHSE Center of Excellence Manager – Environment & HSE within APM Terminals’ Safety & Resilience function.

Location: Netherlands, The Hague (This role requires regular business and project-related global travel as needed (estimated 20–30% of the time). Travel frequency may vary depending on project phase and business needs.)

Key Responsibilities:

Lead Risk Assessment Capability within the HSSE Management Framework

Develop and champion a global risk assessment strategy within the HSSE Management Framework. Establish standardized methodologies and ensure alignment with ISO 31000 and functional safety standards. Build organizational capability by designing tools, templates, and digital solutions for consistent risk assessment across projects and operations. Provide expert guidance and training, ensuring proactive hazard identification and effective control implementation. Act as the Subject Matter Expert for complex risk assessments, validating high-risk scenarios and driving continuous improvement through data-driven insights and benchmarking.

Functional Safety Integration

Provide Risk Management leadership and input into the APM Terminals Functional Safety Management processes, ensuring alignment with international machine safety standards and integration into the equipment lifecycle milestones. Work with the internal Operations Technology and Asset Design Engineering functions to improve safety-related features, control systems design and validation.

Risk-Based Operational Safety

Drive the adoption of a risk-based approach to engineering and operational safety, promoting proactive hazard identification and control implementation across Terminals.  Work with the Operations Technology function to ensure that processes, machinery, and systems behave as intended when necessary, preventing accidents that could harm people, assets or the environment. This includes assessing risk, designing, and implementing systems that can detect and respond to hazardous situations.

Technical Safety Contributions

Deliver expert Risk Assessment and Risk Management input into project and operational safety assessments, support the development of equipment safety cases, lead HSSE Risk Assessment scenario planning and ensure HSE requirements are embedded in functional safety and lifecycle planning.

Global Risk Profiling & Insights

Lead the design and implementation of advanced risk assessment methodologies across global operations. Work with the internal digital insights function to establish and maintain a centralized repository of risk assessments. Drive the development of comprehensive global safety risk profiles by analyzing historical and comparative data, identifying systemic hazards, and prioritizing mitigation strategies. Utilize predictive analytics and trend analysis to generate actionable insights that inform engineering decisions, operational planning, and functional safety improvements across all terminal sites.

Digitalization & Innovation in Risk

Work with the IT and Systems Support functions to develop automation and digitalization of Risk Assessment processes, including the application of AI and data analytics to enhance risk identification, management, and communication.

 

Risk Assessment Training & Capacity Building Leadership

Design, develop, and lead global training programs on advanced risk assessment methodologies, including HAZOP, FTA, FMEA, SIL determination, quantitative risk analysis and life cycle risk assessment. Ensure training content aligns with ISO 31000 and functional safety standards (ISO 13849, IEC 62061). Facilitate workshops and e-learning modules to build organizational capability in hazard identification, risk assessment, and mitigation strategies. Act as a mentor and subject matter expert, providing guidance to HSSE, engineering and operational teams on applying risk-based decision-making in projects and equipment lifecycle management.


CROSS FUNCTIONAL COLLABORATION AND RISK MANAGEMENT INTEGRATION

Business Implementation Management: Supports Risk Management processes for projects.

Operations: Collaborate closely with the Operations Technology Function to develop and implement a structured framework for HSE risk integration.

Asset Management: Embed Risk Management for key processes in the equipment lifecycle.

We Are Looking For:

·       Solid experience in functional safety or safety engineering roles within an industrial, construction or manufacturing context of which at least 5 years in technical or operational role in multi-national organization.

·       Expertise in functional safety engineering, risk assessment techniques, and safety-related control systems.

·       Degree in Engineering (Mechanical, Electrical, Automation) is preferable.

·       Advanced training in Risk Management (ISO 31000) and Machine Functional Safety (ISO 13849, IEC 62061) is preferred.

·       Understanding functional and machine safety compliance, legal responsibilities, standards, regulatory and certification aspects (such as CE in EU and requirements from other regions).

·       Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels of the organization.
