About the Role:

Oversees activities related to the sourcing and procurement of materials, equipment, and services for the company globally. Leads and oversees procurement and sourcing teams to achieve functional and cross-functional objectives. Partners cross-functionally with budget owners and stakeholders to optimize spend, drive cost savings and manage supplier risk. Oversees the supplier lifecycle including identification, selection, onboarding, performance management, and off boarding. Owns global category strategy and management, including supplier categorization. Reviews and approves purchases as authorized. Provides guidance on purchasing decisions and supports stakeholders in negotiating key contracts. Supports stakeholders and budget owners in negotiating major contracts. Develops policies and procedures for sourcing and procurement activities. Monitors the cost, schedule and performance aspects of vendors and contracts. Coordinates procurement activities across departments to ensure that desired inventory, quality, and service levels meet business needs. Oversees and optimizes sourcing and procurement tools and systems. Business owner for Sourcing and Procurement tools.

Your Contributions (include, but are not limited to):

  • Develops and executes functional strategies aligned with corporate objectives, in alignment with established sourcing and procurement principles

  • Makes key decisions on administrative or operational matters for sourcing and procurement and ensures effective achievement of objectives

  • Leads implementation of strategic and operational initiatives through managers and teams

  • Identifies, evaluates, and anticipates factors that could impact Neurocrine's sourcing strategies and procurement risk

  • Drives development of new or innovative and effective solutions

  • Serves as a key point of contact for sourcing needs across functions

  • Guides the request for proposal (RFP) process (service provider identification, selection, bid review and analysis)

  • Oversees the Sourcing and Procurement groups’ day-to-day activities and issues

  • Leads or supports negotiation of business terms and oversees management of purchasing contracts

  • Guides internal customers in identifying and resolving outsourcing supplier issues

  • Ensures appropriate training and support for internal stakeholders

  • Develops client-vendor relationships and obtains and maintains knowledge of the various sources of available goods and services in the field

  • Ensures maintenance of up-to-date records for all purchasing contracts, including pricing and terms

  • Identifies, manages and mitigates sourcing risks

  • Supports and coordinates discounts policies with main vendors

  • Develops sourcing and purchasing processes, procedures, guidelines and templates based on the existing system and develops and implements process improvement methodologies and performance metrics 

  • Leads optimization and governance of procurement and sourcing toolsets

  • Oversees development and continuous improvement of Standard Operating Procedures (SOPs)

  • Hires, manages, and coaches the Sourcing and Procurement team

  • Supports material management principles and execution and drives procurement alignment and supplier performance

  • Performs other duties as assigned

Requirements:

  • BS/BA degree in Business, Supply Chain/Procurement or related field and 14+ years of experience in sourcing, procurement, and category management in the pharmaceutical industry related to drug development, manufacturing, clinical operations, and marketing & sales OR

  • Master's degree or MBA (preferred) and 12+ years of related experience

  • Demonstrated leadership experience required

  • Possesses proven management skills with experience building and sustaining sourcing teams

  • Advanced knowledge of contracts, negotiation, vendor management, and sourcing strategies

  • Demonstrated experience with ERP systems including associated purchasing modules (e.g., Coupa,

  • Strong knowledge of practical implications of Sarbanes-Oxley controls

  • Knowledge of continuous improvement methodologies and tools

  • Strong organizational and facilitation skills to synthesize data from multiple sources and individuals

  • High degree of customer focus

  • Acts as a "trusted advisor" within the function and across key stakeholders; may be recognized externally

  • Provides strategic guidance on issues impacting the function and cross-functional partners

  • Possesses deep functional expertise and strong industry knowledge

  • Must be self-motivated, detail-oriented, decisive

  • Ability to quickly learn and think independently

  • Excellent interpersonal & communication skills with the ability to interact professionally and effectively with peers, management, and leadership both within and outside the Company

  • Excellent managerial skills and experience fostering the career development of direct and indirect reports

The annual base salary we reasonably expect to pay is $186,400.00-$351,000.00. Individual pay decisions depend on various factors, such as primary work location, complexity and responsibility of role, job duties/requirements, and relevant experience and skills. In addition, this position offers an annual bonus with a target of 35% of the earned base salary and eligibility to participate in our equity based long term incentive program. Benefits offered include a retirement savings plan (with company match), paid vacation, holiday and personal days, paid caregiver/parental and medical leave, and health benefits to include medical, prescription drug, dental and vision coverage in accordance with the terms and conditions of the applicable plans.
