Position Summary
The Senior Director, Illumina Digital Services (IDS) – Singapore Site & Manufacturing/R&D Lead is the senior IDS leader accountable for technology strategy, delivery, and operational excellence supporting Illumina’s Singapore Manufacturing and R&D operations.
This role provides executive-level leadership for all IDS activities at the Singapore site and across the region, with primary accountability for Manufacturing and R&D systems, while also leading IDS capabilities spanning Data & Analytics, Infrastructure & Cloud Services (I&CS), Commercial IDS, Technology Services & Operations (TS&O), Artificial Intelligence, and Information Security. This role ensures alignment with enterprise IDS strategy while enabling strong local and regional execution in a highly regulated, innovation-driven environment.
The role works in close partnership with the site and global leaders across Manufacturing, R&D, Engineering, Facilities, Finance, and Commercial to ensure technology capabilities are resilient, scalable, compliant, secure, and value-driven. This includes serving as the senior IDS point of contact for regional business and functional leaders, maintaining strong visibility into demand, operational gaps, security priorities, and delivery performance, and coordinating execution through established IDS operating models.
Reporting to the Vice President of IT with a dotted-line relationship to the CIO, this leader operates as a senior member of the extended IDS leadership team, contributing to enterprise priorities while owning site and regional outcomes, full budget accountability, talent leadership, and operational performance.
Essential Duties and Responsibilities
Site & Senior Leadership
- Serve as the senior IDS leader for the Singapore site and region, with primary accountability for Manufacturing and R&D systems, and leadership oversight across all IDS domains, including Data & Analytics, Infrastructure & Cloud Services (I&CS), Commercial IDS, Technology Services & Operations (TS&O), Artificial Intelligence, and Information Security.
- Represent IDS at the Singapore site leadership level, acting as a trusted advisor to the Senior Director, Singapore, and to Manufacturing, R&D, and functional leaders.
- Translate enterprise IDS strategy and VP/CIO priorities into clear site- and region-level execution plans, roadmaps, and delivery commitments.
- Provide executive oversight into technology enablement across Manufacturing, R&D, Engineering, Facilities, and regional IDS capabilities.
Strategic Planning & Roadmap Ownership
- Develop and maintain a multi-year technology and capability roadmap for the Singapore site and region, aligned with enterprise IDS architecture and investment priorities.
- Partner with business and functional leaders to prioritize demand, assess tradeoffs, and sequence initiatives across Manufacturing, R&D, Commercial, and enterprise functions.
- Identify and proactively manage technology, operational, financial, security, and compliance risks impacting the site and region.
Manufacturing & R&D Technology Enablement
- Provide senior leadership for Manufacturing, Engineering, and R&D technology ecosystems, including validated systems.
- Ensure effective lifecycle management of MES and ERP platforms.
- Champion modern, engineering-forward, and digital approaches that improve quality, throughput, compliance, and scalability.
- Demonstrate advanced-level expertise in manufacturing systems, including large-scale manufacturing or R&D system environments.
Financial Stewardship & Accounting Partnership
- Partner closely with Finance on budgeting, forecasting, capital planning, cost controls, and financial governance.
- Own IDS site and regional budgets, staffing plans, vendor strategy, and spend management.
- Support audit readiness, internal controls, and regulatory compliance.
- Provide advanced financial governance, including proactive forecasting, variance analysis, early risk identification, and large-scale budget ownership in complex environments.
People Leadership & Organizational Effectiveness
- Build, lead, and develop a high-performing IDS organization in Singapore and the region.
- Drive talent development, succession planning, and leadership capability building.
- Foster a culture of accountability, collaboration, inclusion, and continuous improvement.
Matrixed Collaboration & Enterprise Alignment
- Work closely with Research to Release (R2R), Data & Analytics, Infrastructure & Cloud Services (I&CS), Commercial IDS, Technology Services & Operations (TS&O), Artificial Intelligence, and Information Security.
- Serve as the primary site and regional integrator for IDS capabilities.
- Coordinate demand, prioritization, delivery, and issue resolution across IDS teams.
- Act as a senior escalation point for cross-IDS dependencies and risks.
- Influence and align non-IDS leaders who contribute to IDS outcomes through both solid-line and dotted-line relationships.
Governance, Risk & Compliance
- Ensure compliance with Illumina policies, regulatory requirements, data protection standards, and validated system controls.
- Establish governance for demand intake, prioritization, delivery, and change management.
- Serve as an escalation point for critical operational, security, or compliance issues.

Supervisory Responsibilities
This role includes direct supervision of approximately 4 direct reports and 23 indirect reports, with responsibility for performance management, coaching and development, workload prioritization, and day-to-day oversight. In addition, this role will have solid-line leadership of approximately six (6) senior leaders within R2R and dotted-line leadership of select leaders from all IDS teams. IDS Data & Analytics, IDS I&CS, IDS Commercial, IDS, TS&O, IDS Artificial Intelligence, and IDS Information Security. The position is also responsible for hiring, onboarding, and navigating people-related matters in alignment with company policies, values, and evolving workplace expectations.
Qualifications
- Bachelor’s degree in Computer Science, Engineering, or related field, with 20+ years of experience, including 12+ years of senior IT leadership and 10+ years leading large, complex global teams in Singapore or similar environments.
- Proven leader of Directors and senior managers in highly matrixed organizations, with experience leading teams of 30+.
- Advanced expertise in manufacturing systems, including MES and ERP platforms (e.g., Camstar, SAP), with hands-on leadership in large-scale manufacturing or R&D environments.
- Track record of leading enterprise IT transformations and influencing executive-level strategy and policy.
- Deep knowledge of IT governance, risk management, compliance, and regulated environments.
- Demonstrated excellence in performance management, process improvement, and Lean/Agile delivery.
- Extensive experience operating in complex, multinational, matrixed organizations with strong cross-functional and cross-regional influence.
- Exceptional executive communication and stakeholder management skills.
- Advanced financial governance with end-to-end ownership of multi-million-dollar budgets, disciplined forecasting, variance management, and early risk escalation, with a proven record of delivering on or under budget.
- Strong background in commercial and operational systems, including order-to-cash and manufacturing-to-delivery workflows.
- Proven executive-level leadership, including large-scale people leadership, enterprise system ownership, senior stakeholder influence, and visible site leadership in global organizations.
- Advanced degree in Computer Science, Engineering, or Business Administration preferred.
- Experience leading global capability centers, managing contingent workforce models, and overseeing site-level operations in multinational companies.
