Resilient SRQ is seeking a Senior Contracts and Compliance Specialist for a time-limited opportunity supporting Sarasota County’s long-term disaster recovery efforts through CDBG-DR funded programs. In this role, you’ll help oversee contracts, monitor compliance, and collaborate with internal teams and external partners to keep critical infrastructure, housing, and community projects moving forward.

This position is expected to continue through December 31, 2029, based on program needs and available funding, and includes great benefits, retirement, and up to 40 hours per week. While the role does not include retention rights, it offers a strong opportunity to gain valuable experience within the Office of Financial Management, with potential to pursue future career opportunities within the County, should a regular/budgeted position become available.     About the Position

    In this role, you will...

    Contract Administration & Compliance:

    • Support the development and management of grant-funded contracts, including vendor, subrecipient, and developer agreements, ensuring compliance with program requirements.

    • Track project progress, review key deliverables (reports, reimbursements, environmental reviews, etc.), and help keep projects on schedule and aligned with goals.

    • Partner with internal teams and external stakeholders to move projects forward and ensure successful outcomes.

    Subrecipient & Developer Oversight:

    • Monitor subrecipients and developers to ensure compliance with program terms, including reviewing reports, reimbursements, and supporting documentation.

    • Conduct routine and formal monitoring to assess performance, identify risks, and support corrective actions when needed.

    Fiscal Analysis & Reporting:

    • Track financial and program performance, identify trends or concerns, and communicate updates to stakeholders.

    • Review and compile documentation for reporting, ensuring accuracy and timely submission in required systems.

    Special Note: This position is a time-limited role. In this time-limited role, your position may be maintained until December 31, 2029 (subject to continuing program needs and available funding). You will receive benefits and retirement, and can work up to 40 hours/week, but will lack retention rights to your position.

    About the Schedule

    Work Hours:

    • Full-time, 40 hours per week.

    • Typical Schedule: Monday - Friday, 08:00 a.m. to 05:00 p.m. (no weekends!)

    About You

    To be considered for this role, you must have the following:

    • Bachelor's degree from an accredited college or university in Public Administration, Business, Finance, Planning, Industrial/Engineering, or a job-related field with 3+ years of professional job-related experience.

    • OR: Master's degree with 2+ years of professional job-related experience.

    • OR: 7+ years of professional job-related experience in management of technical projects/programs and strategic planning may substitute (at management discretion) for the required education.

    The ideal candidate has the following knowledge, skills, and/or abilities:

    • Master’s degree in Public Administration, Business, Finance, Planning, or a related field.

    • 2+ years of experience with federal grants, including work with or administration of housing grant programs; working knowledge of federal, state, and local grant requirements.

    • Demonstrated ability to interpret complex program regulations and legal requirements and apply them effectively to ongoing work.

    • Strong communication skills with the ability to educate, guide, and support internal and external stakeholders while building productive working relationships.

    • Proven ability to exercise independent judgment, manage multiple priorities, meet deadlines, and lead high-priority, time-sensitive projects involving multiple stakeholders, along with preparing clear and concise reports, policies, and procedures.

    Starting Pay: $71,302.40
